4. Plan Overview<br />
remain accessible from Basalt Use Area, and <strong>the</strong> no-ski zone and 10 mph speed<br />
limit would remain in <strong>for</strong>ce in Lone Oak Bay and Portuguese Creek.<br />
Changes at <strong>the</strong> Dinosaur Point Use Area under Alternative 2 would be limited to<br />
constructing restrooms with flush toilets. This alternative would allow <strong>for</strong><br />
prescribed burns in <strong>the</strong> BC zone, away from visitor areas, as a fuel management<br />
measure. Street luge events would continue to be allowed with CSP’s permission.<br />
At <strong>San</strong> <strong>Luis</strong> Creek Use Area, Alternative 2 would provide <strong>for</strong> a new boarding<br />
float and ADA accessible fishing access (such as a pier). The existing lifeguard<br />
stand would be upgraded or replaced, and opportunities <strong>for</strong> concessions (such as<br />
food service or kayak, boat, and personal watercraft rentals) would be explored.<br />
The five group picnic facilities would be expanded to accommodate larger groups.<br />
Alternative 2 would allow <strong>for</strong> a multipurpose building to be constructed <strong>for</strong><br />
interpretive activities, slideshows and movies, or o<strong>the</strong>r visitor events. Existing<br />
interpretive exhibits would be maintained, and additional interpretive exhibits and<br />
programs would be provided. Thirty tent sites would be added on <strong>the</strong> northwest<br />
shoreline of <strong>San</strong> <strong>Luis</strong> Creek Use Area. Existing paved walking paths could be<br />
connected to <strong>for</strong>m longer trails.<br />
Hunting access to Lower Cottonwood Wildlife Area, outside of <strong>the</strong> Plan Area,<br />
would be provided as it is now through <strong>the</strong> <strong>San</strong> <strong>Luis</strong> Creek Use Area entrance<br />
road. This alternative would provide <strong>for</strong> working with DFG to reduce conflicts<br />
with hunting access such as park use hours, gates, etc., in accordance with Goal<br />
REG-C1 (Interagency Cooperation) and its guidelines.<br />
At <strong>the</strong> Medeiros Use Area, additional tent/RV or primitive campsites are not<br />
proposed, but additional camping would be added across O’Neill Forebay at <strong>the</strong><br />
<strong>San</strong> <strong>Luis</strong> Creek Use Area, as noted above. Alternative 2 would allow <strong>for</strong><br />
consideration of reopening or relocating <strong>the</strong> Medeiros Use Area boat launch.<br />
No changes are proposed <strong>for</strong> <strong>the</strong> existing OHV Use Area. OHV use will be<br />
restricted to trails (including <strong>the</strong> existing track) and roads, in con<strong>for</strong>mance with<br />
PRC Section 5001A3. Seasonal restrictions <strong>for</strong> Red Sticker OHVs will be<br />
continued.<br />
At <strong>the</strong> Los Banos Creek Use Area, <strong>the</strong> addition of up to 30 tent sites and<br />
restrooms with flush toilets at <strong>the</strong> North Shore campground would be explored.<br />
The relocation of <strong>the</strong> existing equestrian camp would be considered, but <strong>the</strong><br />
entrance station, maintenance facilities, and staff housing would remain in <strong>the</strong>ir<br />
current locations.<br />
Alternative 2 would allow <strong>for</strong> creating additional interpretive programs, which<br />
would include <strong>the</strong> <strong>the</strong>mes described in Section 4.2.2.3.<br />
Local and Regional Planning. Alternative 2 and <strong>the</strong> o<strong>the</strong>r action alternatives<br />
provide <strong>for</strong> coordination among <strong>the</strong> four managing agencies (DWR, DFG, CSP,<br />
and Reclamation) as well as with o<strong>the</strong>r agencies and stakeholders (Goals REG-C1<br />
and REG-C2, Interagency Cooperation). All action alternatives would also<br />
<strong>San</strong> <strong>Luis</strong> <strong>Reservoir</strong> <strong>SRA</strong> 4-57<br />
