4. Plan Overview<br />

that are indigenous to <strong>the</strong> Plan Area or vicinity to be used <strong>for</strong> revegetation<br />

where feasible. The statement would address wildland fire and identify<br />

fire management measures, consistent with <strong>the</strong> National Fire Plan.<br />

• Trails management plan. A focused trails management plan would be<br />

prepared in accordance with Goals VIS-T1 through VIS-T4 (Trails) to<br />

provide a framework <strong>for</strong> long-term trail system assessment and<br />

management. The plan would identify potential future trails and<br />

connections and determine single-use and multi-use options based on<br />

visitor experience and resource protection needs. This could involve<br />

reviewing parts of <strong>the</strong> Plan Area that are currently not accessible to <strong>the</strong><br />

public to determine where to place new trails or branch off of existing<br />

trails. The plan would identify important natural resources (such as<br />

wildlife corridors) and cultural resources to consider in trail planning, to<br />

avoid resource fragmentation or degradation where feasible. The plan<br />

would also incorporate BMPs to maintain trails and minimize erosion,<br />

especially in areas where trail use could affect water quality.<br />

In addition, Alternative 2 would allow <strong>for</strong> development of BMPs <strong>for</strong> rehabilitation<br />

of natural ecosystems (Goal RES-V4, Vegetation) and coordination with o<strong>the</strong>r<br />

agencies to protect special-status wildlife where necessary (Goal RES-W2,<br />

Wildlife).<br />

Under Alternative 2 and <strong>the</strong> o<strong>the</strong>r action alternatives, geologic studies and<br />

geotechnical investigations would be per<strong>for</strong>med as necessary be<strong>for</strong>e siting and<br />

design of permanent structures, campgrounds, roads, and trails to avoid or<br />

minimize potential damage from erosion, unstable soil, landslides, and<br />

earthquakes. In addition, erosion control and soil stabilization BMPs would be<br />

considered, including necessary erosion control plans <strong>for</strong> sites with high erosion<br />

potential to minimize soil loss and sedimentation; revegetation of disturbed areas<br />

with native species when construction activities are complete; BMPs such as<br />

mulch or weed-free straw to provide groundcover where soils have been exposed<br />

at <strong>the</strong> surface without effective coverage; <strong>the</strong> siting of access, staging, and<br />

stockpiling areas on existing roads or trails to <strong>the</strong> extent possible; avoiding <strong>the</strong><br />

placement or operation of heavy equipment on slopes steeper than 65 percent, and<br />

on slopes steeper than 50 percent in areas that are unstable; and developing<br />

specific measures as situations arise to minimize <strong>the</strong> effect of operations on slope<br />

instability if steep slopes are unavoidable.<br />

Alternative 2 and <strong>the</strong> o<strong>the</strong>r action alternatives would also include measures to<br />

prevent <strong>the</strong> introduction of invasive mussels. The existing invasive mussel<br />

inspection program in <strong>the</strong> Plan Area, launched by CSP on October 1, 2011, will<br />

continue <strong>for</strong> three years. If no funding is available after 2014, a watercraft<br />

operator self-inspection program would be implemented as part of Alternative 2<br />

to meet <strong>the</strong> requirements of Cali<strong>for</strong>nia Fish and Game Code Section 2302. The<br />

self-inspection program would be consistent with <strong>the</strong> Level 1 Self-Inspection<br />

described in Recommended Uni<strong>for</strong>m Minimum Protocols and Standards <strong>for</strong><br />

Watercraft Interception Programs <strong>for</strong> Dreissenid Mussels in <strong>the</strong> Western United<br />

<strong>San</strong> <strong>Luis</strong> <strong>Reservoir</strong> <strong>SRA</strong> 4-55<br />
