5. Environmental Analysis<br />

• Alternatives 3 and 4 would allow <strong>for</strong> more features and facilities in <strong>the</strong><br />

Plan Area that could accommodate increased visitor use than with<br />

Alternative 2. This could result in a greater potential need <strong>for</strong> patrols and<br />

fire and o<strong>the</strong>r emergency services than under Alternative 2, and could<br />

result in minor to major adverse impacts. Some proposed management<br />

actions, such as working with Caltrans to explore an interchange at <strong>the</strong><br />

<strong>San</strong> <strong>Luis</strong> Creek Use Area entry and paving unpaved roads in Medeiros<br />

Use could benefit Plan Area staff, Cal Fire, and o<strong>the</strong>r emergency response<br />

agencies by facilitating access. In addition, Goal OPS-A2 and its guideline<br />

allow <strong>for</strong> exploring <strong>the</strong> use of private roads if needed <strong>for</strong> emergency<br />

response. These factors would reduce adverse impacts, but minor impacts<br />

could remain.<br />

Climate Change Plan implementation has <strong>the</strong> potential to increase water use<br />

and demand but not to <strong>the</strong> extent that energy use from water circulation and<br />

treatment would measurably increase GHG emissions. Warmer temperatures<br />

associated with climate change (Section 2.2.2) could increase <strong>the</strong> demand <strong>for</strong> air<br />

conditioning in <strong>the</strong> Plan Area and <strong>the</strong>re<strong>for</strong>e increase electricity use and<br />

subsequent GHG emissions from power generation. Additional visitation related<br />

to Plan implementation could also increase electricity use (and GHG emissions<br />

from power generation), but <strong>the</strong> increase would be minor relative to existing and<br />

projected electricity generation in surrounding communities. GHG emissions<br />

from generation of water supply and electricity <strong>for</strong> <strong>the</strong> Plan Area are expected to<br />

be highest <strong>for</strong> Alternative 4 and lowest <strong>for</strong> Alternative 1, but would be minor <strong>for</strong><br />

all alternatives. Goal OPS-RE1 provides <strong>for</strong> use of carbon-reducing measures that<br />

could offset <strong>the</strong>se effects, although minor impacts could remain.<br />

5.4.8.4 Mitigation<br />

Standard measures would be applied as necessary <strong>for</strong> actions that involve changes<br />

in utility infrastructure or provision of public services. These measures include<br />

notification of utilities and emergency response units prior to construction<br />

activities; observing standard clearances between sewer mains; and observing<br />

guidelines specified in <strong>the</strong> International Plumbing Code, Building Officials and<br />

Code Administration National Plumbing Code, National Electric Code, and <strong>the</strong><br />

National Fire Protection Code regarding utilities installation and/or abandonment<br />

of pipelines.<br />

The following measures would be considered and applied as necessary <strong>for</strong> all of<br />

<strong>the</strong> action alternatives during project construction and implementation.<br />

Goal OPS-A2 The Plan Area and surrounding vicinity contains a number of<br />

small private or abandoned public roads, some of <strong>the</strong>m unimproved. Goal OPS-<br />

A2 and its guideline allow <strong>for</strong> working with surrounding landowners to clarify <strong>the</strong><br />

ownership and location of roads and <strong>the</strong> possibility <strong>for</strong> Plan Area staff members<br />

and entities such as Cal Fire to use <strong>the</strong> roads if needed <strong>for</strong> emergency response.<br />

Goal OPS-U1 Goal OPS-U1 includes two guidelines <strong>for</strong> continuance of longterm<br />

infrastructure function in <strong>the</strong> Plan Area. They allow <strong>for</strong> devising a strategic<br />
