maintenance would continue. These activities could have short-term,<br />
minor adverse effects, but to a lesser degree than <strong>the</strong> action alternatives.<br />
• Alternative 2 proposes <strong>the</strong> fewest additional features and facilities of <strong>the</strong><br />
three action alternatives. Minor removal or o<strong>the</strong>r disturbance of native<br />
vegetation could result from expanding <strong>the</strong> group picnic facilities at <strong>San</strong><br />
<strong>Luis</strong> Creek Use Area and <strong>the</strong> campground at Los Banos Creek Use Area,<br />
adding up to 30 tent sites at <strong>the</strong> northwestern shoreline of <strong>San</strong> <strong>Luis</strong> Creek<br />
Use Area, and relocating <strong>the</strong> equestrian camp at Los Banos Creek Use<br />
Area. Alternative 2 and <strong>the</strong> o<strong>the</strong>r action alternatives would implement a<br />
focused vegetation management statement to allow <strong>for</strong> rehabilitation of<br />
natural ecosystems using BMPs (described in detail in Section 4.4.2),<br />
which would have a beneficial impact that would not be realized under<br />
Alternative 1. Alternative 2 and <strong>the</strong> o<strong>the</strong>r action alternatives would allow<br />
<strong>for</strong> reopening or relocating <strong>the</strong> boat launch at Medeiros Use Area and<br />
exploring engineering solutions <strong>for</strong> shallow-water areas in O’Neill<br />
Forebay, including dredging and removal of sandbars. These activities<br />
have <strong>the</strong> potential to temporarily or permanently affect wetland vegetation<br />
if any is present. Minor adverse effects to vegetation caused by<br />
maintenance, expansion, or construction from Alternative 2 would be<br />
greater than from Alternative 1 but less than from Alternatives 3 and 4.<br />
Prudent siting of new facilities and implementation of o<strong>the</strong>r measures such<br />
as those described in Section 5.4.3.4 would reduce potential impacts to<br />
minor.<br />
• Alternative 3 would allow <strong>for</strong> additional camping facilities at all of <strong>the</strong> use<br />
areas, including alternative overnight lodging such as cabins or yurts at<br />
Basalt and <strong>San</strong> <strong>Luis</strong> Creek use areas. This alternative also provides <strong>for</strong><br />
new or expanded day use facilities such as 30 shade ramadas at Dinosaur<br />
Point Use Area; a new boarding float, ADA-accessible fishing pier, and<br />
additional group picnic facilities at <strong>San</strong> <strong>Luis</strong> Creek Use Area; and shelter<br />
and restrooms at Medeiros Use Area. The proposed improvements would<br />
not overlap with CNDDB-recorded occurrences of special-status plants<br />
(Map 6g) or habitat communities (Map 6h), wetlands recorded in <strong>the</strong><br />
National Wetland Inventory (Map 6a), or vernal pool habitat recorded in<br />
Holland 2009 (Map 6b). In addition, <strong>the</strong>se facilities would be primarily<br />
sited in FC Zones, where development is already present; <strong>the</strong>re<strong>for</strong>e, no<br />
major adverse impacts to vegetation are anticipated. Like Alternative 2,<br />
Alternative 3 would also allow <strong>for</strong> reopening or relocating <strong>the</strong> boat launch<br />
at Medeiros Use Area and dredging/removing sandbars in shallow-water<br />
areas in O’Neill Forebay, and in addition would expand <strong>the</strong> boat launch at<br />
<strong>San</strong> <strong>Luis</strong> Creek Use Area. These actions have <strong>the</strong> potential to temporarily<br />
or permanently affect wetland vegetation if any is present. Minor to major<br />
adverse effects to vegetation could result from Alternative 3, but prudent<br />
siting of new facilities and implementation of o<strong>the</strong>r measures such as<br />
those described in Section 5.4.3.4 would reduce potential impacts to<br />
minor.<br />
