4. Plan Overview<br />

All three action alternatives developed to implement <strong>the</strong> Plan are designed to<br />

protect and preserve natural and cultural resources throughout <strong>the</strong> Plan Area. Plan<br />

goals and guidelines from Section 4.2 are referenced where appropriate. <strong>Resource</strong><br />

management activities are generally equal in resource protection across all<br />

alternatives; however, <strong>the</strong>y provide <strong>for</strong> different ways to accomplish resource<br />

goals. The alternatives emphasize maintaining use and facilities within <strong>the</strong><br />

existing use areas and clustering new facilities in and around <strong>the</strong>se areas to <strong>the</strong><br />

extent feasible to reduce encroachment into undeveloped lands within <strong>the</strong> Plan<br />

Area. Although some alternatives allow <strong>for</strong> trails or o<strong>the</strong>r access into segments of<br />

<strong>the</strong> Plan Area that are currently not being used, this has been kept to a minimum<br />

with <strong>the</strong> goal of conserving native vegetation, wildlife habitat, and wildlife<br />

corridors.<br />

This Plan is a programmatic document that provides a broad range of<br />

management activities that are feasible within <strong>the</strong> Plan Area. Future projectspecific<br />

actions, if and when implemented, may require tiered environmental<br />

review that would reference this programmatic document. Future project-specific<br />

actions would only be implemented when needed and based on BMPs, staff<br />

recommendations, and adequate funding.<br />

The action alternatives are described in Table 4-1 by use area and <strong>for</strong> <strong>the</strong> Plan<br />

Area as a whole. The alternatives can be summarized as follows:<br />

• Alternative 1, <strong>the</strong> No Action/No Project Alternative, would continue <strong>the</strong><br />

management direction set by previous planning documents as well as<br />

ongoing programs initiated under existing legislation and regulations.<br />

Alternative 1 is intended to reflect current and expected future conditions<br />

in <strong>the</strong> Plan Area should <strong>the</strong> proposed Plan not be implemented.<br />

• Alternative 2: Limited new access and development. Alternative 2 would<br />

include <strong>the</strong> fewest physical additions and visitor use modifications among<br />

<strong>the</strong> action alternatives but would implement an array of resource<br />

management actions. Visitor access would remain <strong>the</strong> same as under<br />

Alternative 1.<br />

• Alternative 3: Moderate new access and development. Alternative 3<br />

balances <strong>the</strong> need <strong>for</strong> future visitor facilities with resource management.<br />

This alternative anticipates increased future visitation by providing <strong>for</strong><br />

physical additions and visitor use modifications but concentrates <strong>the</strong>m in<br />

and around existing developed areas. Compared to Alternative 2,<br />

Alternative 3 would provide <strong>for</strong> <strong>the</strong> same level of resource management<br />

and a higher level of visitor access.<br />

• Alternative 4: Maximum new access and development. Alternative 4<br />

would provide <strong>for</strong> <strong>the</strong> most physical additions and visitor use<br />

modifications among <strong>the</strong> action alternatives, some in areas that are<br />

currently undeveloped. Compared to <strong>the</strong> o<strong>the</strong>r action alternatives,<br />

Alternative 4 would provide <strong>for</strong> <strong>the</strong> same level of resource management<br />

and <strong>the</strong> highest level of visitor access.<br />
