5. Environmental Analysis<br />

• Ground-disturbing activities associated with facility installation or<br />

improvements, including new trail or road construction<br />

• Prescribed burns and vegetation management<br />

• Climate change<br />

5.4.4.2 Impact Criteria (Cultural <strong>Resource</strong>s)<br />

• Beneficial Impact: Impact that would occur if a planning element results<br />

in enhanced visitor awareness regarding <strong>the</strong> fragile and irreplaceable<br />

nature of cultural resources, or if opportunities <strong>for</strong> public interpretation of<br />

cultural resource sites are implemented. There is no CEQA equivalent to a<br />

NEPA beneficial impact.<br />

• No Impact: Impact that cannot be detected.<br />

• Minor Adverse Impact: Impact to a cultural resource that does not qualify<br />

as a historic property, historic resource, or unique archaeological resource.<br />

This is equivalent to a CEQA less than significant impact.<br />

• Adverse Impact: Impact that would occur if a proposed undertaking results<br />

in a Finding of Adverse Effect to a Historic Property in accordance with<br />

Section 106 or significant impact to a historic resource or a unique<br />

archaeological resource. An adverse impact is equivalent to a CEQA<br />

significant impact, which would result from one or more of <strong>the</strong> following:<br />

− A prehistoric or historic archaeological site or property of historic or<br />

cultural significance to a community or ethnic social group;<br />

− A prehistoric or historic archaeological site determined to be an<br />

“important archaeological resource” as defined in <strong>the</strong> State CEQA<br />

Guidelines;<br />

− A property that is listed or eligible <strong>for</strong> listing on <strong>the</strong> Cali<strong>for</strong>nia<br />

Register/National Register; or<br />

- Any human remains, historic or prehistoric, including those interred<br />

outside of marked <strong>for</strong>mal cemeteries.<br />

In <strong>the</strong> event a significant cultural resource (historic property), as defined by <strong>the</strong><br />

NRHP criteria; an historic resource, as defined by CRHR criteria; or a unique<br />

archaeological resource, as defined by CEQA; is identified that may be affected<br />

by future projects, <strong>the</strong> potential <strong>for</strong> impacts (effects) will be taken into<br />

consideration, and measures to avoid <strong>the</strong> resource will be considered. In <strong>the</strong> event<br />

<strong>the</strong> resource cannot be avoided, it would be resolved (36 CFR Section 800.6)<br />

through <strong>the</strong> resolution of adverse effect as spelled out in ei<strong>the</strong>r a MOA or a PA<br />

executed by <strong>the</strong> federal agency and SHPO. The resource would be subject to<br />

mitigation measures such as data recovery, fur<strong>the</strong>r study, enhanced recordation,<br />

interpretation, physical protection, or some combination of <strong>the</strong>se measures.<br />

5.4.4.3 Environmental Evaluation<br />

Unauthorized Collection and Vandalism Under all alternatives, existing<br />

visitor uses have some potential to disturb or destroy cultural resources,<br />

particularly those that are not documented. The action alternatives include<br />

additional features or facilities in <strong>the</strong> Plan Area that would accommodate or<br />

support increased visitor use. Increased visitation, or visitation to parts of <strong>the</strong> Plan<br />

<strong>San</strong> <strong>Luis</strong> <strong>Reservoir</strong> <strong>SRA</strong> 5-41<br />

<strong>Draft</strong> RMP/GP and <strong>Draft</strong> <strong>EIS</strong>/<strong>EIR</strong>
