3.2.3.10 Survey on Public Opinions and Attitudes on Outdoor<br />

Recreation in Cali<strong>for</strong>nia (2009)<br />

This survey gives local recreation providers a statistically valid sample of what<br />

Cali<strong>for</strong>nians think about outdoor recreation and <strong>the</strong>ir use of Cali<strong>for</strong>nia parks. This<br />

survey analyzes data in four demographics: adults, youths, Hispanics, and by<br />

geographic regions. Trends and preferences identified in <strong>the</strong> survey assist local<br />

recreation providers in analyzing how to meet local demand. Results also guide<br />

<strong>the</strong> selection process <strong>for</strong> <strong>the</strong> next five years of Land and Water Conservation Fund<br />

projects, which is a national grant fund dispensed annually to local agencies by<br />

CSP. This survey measured <strong>the</strong> following:<br />

• Outdoor recreation activities that Cali<strong>for</strong>nians are currently engaged in;<br />

• Outdoor recreation activities that Cali<strong>for</strong>nians would like to do more;<br />

• Cali<strong>for</strong>nians’ opinions and attitudes regarding recreation facilities,<br />

programs, services, and policies;<br />

• Cali<strong>for</strong>nians’ physical activity in parks;<br />

• Preferences <strong>for</strong> potential management decisions that could help Cali<strong>for</strong>nia<br />

park providers reduce and adapt to climate change;<br />

• Cali<strong>for</strong>nians’ willingness to pay <strong>for</strong> <strong>the</strong>ir favorite activities; and<br />

• Changes in responses compared to prior surveys.<br />

The survey was conducted by telephone, mail and online. It was changed<br />

substantially from prior years to increase response rates and provide a<br />

contemporary view of outdoor recreation in Cali<strong>for</strong>nia. The survey consisted of<br />

almost 2,800 telephone respondents and 1,200 mail or online respondents. The<br />

mail survey added components regarding leisure constraints, climate change, and<br />

measures of expressed demand <strong>for</strong> recreation activities. More in<strong>for</strong>mation<br />

regarding <strong>the</strong> survey, including detailed tables, charts, analysis, and survey<br />

instruments are available on <strong>the</strong> CSP’s website (CSP 2009a).<br />

3.2.3.11 Cali<strong>for</strong>nia’s Recreation Policy<br />

This 2005 report puts <strong>for</strong>th five general tenets of CSP’s recreation policy with<br />

respect to a broad scope of recreation activities—active, passive, indoors, and<br />

outdoors. The five general tenets of <strong>the</strong> policy are as follows: adequacy of<br />

recreation opportunities, leadership in recreation management, recreation’s role in<br />

a healthier Cali<strong>for</strong>nia, preservation of natural and cultural resources, and<br />

accessible recreational experiences.<br />

3.2.4 National Fire Plan<br />

The National Fire Plan is a long-term strategy that will help protect communities<br />

and natural resources, and, most important, <strong>the</strong> lives of firefighters and <strong>the</strong> public.<br />

First completed in August 2001, <strong>the</strong> 10-Year Strategy and subsequent<br />

Implementation Plan was adopted by federal agencies and western governors. The<br />

Implementation Plan established a framework <strong>for</strong> protecting communities and <strong>the</strong><br />

<strong>San</strong> <strong>Luis</strong> <strong>Reservoir</strong> <strong>SRA</strong> 3-7<br />
