4. Plan Overview<br />

4.3.6.4 Land Use<br />

Activities in <strong>the</strong> BC Zone will include a full array of resource management<br />

actions as appropriate, as well as <strong>the</strong> less intensive recreation uses and limited<br />

facilities associated with primitive camping and mixed-use trails. Less intensive<br />

uses include fishing, self-guided interpretive walks, and o<strong>the</strong>r trail use by<br />

mountain bikers, hikers, backpackers, equestrians, bird watchers, photographers,<br />

researchers, students, and Plan Area staff members. Limited special-event<br />

opportunities such as equestrian and mountain bike events will be considered on a<br />

case-by-case basis.<br />

The Medeiros Use Area is one location in <strong>the</strong> Plan Area where ample space is<br />

available <strong>for</strong> new or expanded facilities. There<strong>for</strong>e, <strong>the</strong> BC Zone <strong>for</strong> <strong>the</strong> Medeiros<br />

Use Area could accommodate structures such as staff housing and/or a building<br />

<strong>for</strong> group events, along with associated utilities such as electrical, water, and<br />

sewer.<br />

<strong>Resource</strong> management activities will be especially active in this zone. In certain<br />

areas, prescribed burns may be used to manage fuel loads, in accordance with <strong>the</strong><br />

recommendations of a vegetation management statement and <strong>the</strong> Cal Fire<br />

Vegetation Management Program (Section 3.2.5). Grazing is currently allowed in<br />

Medeiros Use Area and would be considered in o<strong>the</strong>r areas of <strong>the</strong> BC Zone <strong>for</strong><br />

vegetation management. Riparian rehabilitation, exotic species removal, and<br />

wildlife habitat and corridor protection are o<strong>the</strong>r intended resource management<br />

activities.<br />

4.4 Alternatives<br />

This section describes <strong>the</strong> No Action/No Project Alternative and three action<br />

alternatives <strong>for</strong> Plan implementation. The proposed alternatives were developed<br />

using input from public and agency meetings and workshops, a review of<br />

available documentation, and an analysis of existing conditions. The action<br />

alternatives provide a range of management activities and guidance proposed to<br />

address <strong>the</strong> goals, objectives, and issues <strong>for</strong> each resource category. Management<br />

zones within <strong>the</strong> Plan Area are discussed in Section 4.3.<br />

The activities and guidance identified <strong>for</strong> each alternative represent <strong>the</strong> amount of<br />

development and management that is consistent with <strong>the</strong> alternative’s objectives<br />

and management zones. The activities and guidance would be implemented based<br />

on sufficient public demand, sufficient staffing and funding to manage <strong>the</strong> new or<br />

modified uses in accordance with <strong>the</strong> Plan, and potential <strong>for</strong> increased public<br />

benefits and use. New recreational uses or activities allowed under <strong>the</strong> Plan may<br />

also be discontinued in <strong>the</strong> future at <strong>the</strong> discretion of <strong>the</strong> managing agencies if<br />

demand decreases, <strong>the</strong> activity is not economically viable, new security or safety<br />

considerations arise, and/or un<strong>for</strong>eseen significant environmental impacts occur<br />

that cannot be mitigated.<br />
