3. Planning Influences<br />

increased mixed use development as <strong>the</strong> region continues to grow. The role of <strong>the</strong><br />

Plan Area within <strong>the</strong> developed region as well as in relation to o<strong>the</strong>r public parks<br />

and open space lands may change over time, and <strong>the</strong> Plan needs to work in<br />

concert with local and regional planning ef<strong>for</strong>ts. The key issue areas have been<br />

listed and described below, and are meant to be comprehensive and inclusive to<br />

allow flexibility while defining some specific opportunities and constraints.<br />

• Regional population and demographics<br />

• Coordination with local and regional plans<br />

3.4.3.1 Relationship with Multiple Agencies and Landowners<br />

Reclamation constructed <strong>the</strong> Plan Area facilities and owns a majority of <strong>the</strong><br />

surrounding land. Lands adjacent to <strong>the</strong> reservoir are managed by several<br />

agencies, including CSP, <strong>the</strong> DWR, and <strong>the</strong> DFG. Water operations are managed<br />

by <strong>the</strong> DWR. CSP manages lands adjacent to <strong>the</strong> reservoir <strong>for</strong> recreation as part of<br />

<strong>the</strong> <strong>SRA</strong>, whereas <strong>the</strong> adjacent Pacheco State Park is also managed by CSP, but<br />

<strong>for</strong> different recreational opportunities. Within <strong>the</strong> Plan Area, <strong>the</strong> DFG manages<br />

<strong>the</strong> <strong>San</strong> <strong>Luis</strong> <strong>Reservoir</strong> Wildlife Area and O’Neill Forebay Wildlife Area <strong>for</strong><br />

passive recreation, hunting, and fishing. The DFG also owns and manages <strong>the</strong><br />

Upper Cottonwood and Lower Cottonwood wildlife areas <strong>for</strong> hunting and wildlife<br />

viewing; however, <strong>the</strong>se are not part of <strong>the</strong> Plan Area.<br />

The CVP construction of <strong>the</strong> reservoirs yielded many specialized agreements <strong>for</strong><br />

long-term management and operations and wildlife mitigation on <strong>the</strong> Plan Area<br />

lands. Additionally, right-of-way agreements were executed between Reclamation<br />

and various utility interests. The Plan Area is also surrounded by private<br />

landowners predominantly to <strong>the</strong> south and east of <strong>San</strong> <strong>Luis</strong> <strong>Reservoir</strong> and along<br />

<strong>the</strong> nor<strong>the</strong>rn and sou<strong>the</strong>rn boundaries of Los Banos Creek <strong>Reservoir</strong>.<br />

The sharing of management responsibilities facilitates a coordinated working<br />

relationship between <strong>the</strong>se agencies and stakeholders and is an important factor in<br />

successful Plan Area management and development. Planning <strong>the</strong>re<strong>for</strong>e should be<br />

coordinated to emphasize compatibility with <strong>the</strong> goals of federal, state, and local<br />

jurisdictions and stakeholders.<br />

Opportunities<br />

• Collaboration with DFG to review conflicts of use and issues regarding<br />

fishing and game hunting.<br />

Constraints<br />

• Lack of coordination with agencies and landowners.<br />

• En<strong>for</strong>cement responsibility of local agencies has not been reviewed.<br />
