3. Planning Influences<br />

Constraints<br />

• Consistency with plans and environmental documentation of proposed<br />

development and transportation planning projects should be reviewed and<br />

maintained.<br />

• Unknown if all development plans <strong>for</strong> property adjacent to <strong>the</strong> Plan Area<br />

are compatible and have appropriate buffers.<br />

3.4.4 Infrastructure and Operations<br />

As <strong>the</strong> region surrounding <strong>the</strong> Plan Area has continued to develop and visitor use<br />

has increased, existing infrastructure and operations need to be evaluated <strong>for</strong><br />

efficiency, safety, and optimal use. Key issues have been listed and described<br />

below and include broad areas that will need to be reviewed during <strong>the</strong> life of <strong>the</strong><br />

Plan at <strong>the</strong> regional level as well as <strong>for</strong> site-specific use areas. Related to this<br />

planning area are <strong>the</strong> overall staff resources that will be provided by CSP in <strong>the</strong><br />

future and <strong>the</strong> ability to limit <strong>the</strong> Plan Area to expansion. Opportunities exist to<br />

coordinate new and improved infrastructure and operations more economically,<br />

efficiently, and sustainably if planned holistically and in coordination with partner<br />

agencies.<br />

• Ingress to and egress from SR 152 and SR 33, and access to Los Banos<br />

Creek<br />

• Adequacy of existing staffing and operations and maintenance facilities<br />

• Utilities<br />

• Sustainability and renewable energy<br />

3.4.4.1 Ingress to and Egress from SR 152 and SR 33, and Access to<br />

Los Banos Creek<br />

Local and regional traffic and safety issues affect visitor and staff circulation in<br />

and around <strong>the</strong> Plan Area. Access to and from SR 152 to <strong>the</strong> <strong>San</strong> <strong>Luis</strong> Creek Use<br />

Area and Gonzaga Road facilities has been identified as one of <strong>the</strong> primary safety<br />

concerns <strong>for</strong> present and future Plan Area use due <strong>the</strong> increasing traffic volumes<br />

and limited blending and turning lanes on SR 152. Access to Medeiros Use Area<br />

off of SR 33 leng<strong>the</strong>ns staff travel time to this location. Access in and out of<br />

Dinosaur Point Road onto SR 152 could be improved by enhancing turning lanes<br />

and sight distance. Separation between <strong>San</strong> <strong>Luis</strong> Creek and Medeiros use areas by<br />

O’Neill Forebay requires staff access onto SR 152 <strong>for</strong> patrolling and monitoring.<br />

Distance to Los Banos Creek Use Area and <strong>the</strong> indirect route currently available<br />

requires substantial time <strong>for</strong> staff coordination of maintenance and operations<br />

activities.<br />

Opportunities<br />

• Coordinate with and provide recommendations to Caltrans <strong>for</strong> future<br />

safety and traffic flow improvements <strong>for</strong> ingress to and egress from SR<br />

152.<br />
