4. Plan Overview<br />

Each alternative is described in detail in Sections 4.4.1 through 4.4.4. For each<br />

action alternative description, a discussion of its characteristics is presented by <strong>the</strong><br />

five major planning areas: resource management, visitor use and education, local<br />

and regional planning, infrastructure and operations, and water operations.<br />

An environmental evaluation of <strong>the</strong> Plan alternatives is provided in Section 5.4.<br />
