6.1 Public Involvement Program<br />

Public outreach <strong>for</strong> <strong>the</strong> RMP/GP began in 2002. A mailing list was compiled<br />

using <strong>the</strong> names and addresses of Plan Area visitors and participants in<br />

interpretive programs, as well as o<strong>the</strong>r agencies and entities required by NEPA<br />

and CEQA. A variety of methods, such as public meetings, surveys, and<br />

newsletters, were used to reach out to stakeholders of <strong>the</strong> Plan Area and to<br />

identify <strong>the</strong>ir needs and concerns <strong>for</strong> its future. The following outlines <strong>the</strong><br />

components and dates of <strong>the</strong> public scoping ef<strong>for</strong>ts:<br />

• Notice of Preparation (NOP) – November 22, 2002<br />

• Notice of Intent (NOI) Filed in <strong>the</strong> Federal Register – February 7, 2003<br />

• Newsletter No. 1 and Survey – December 2002 (mailed)<br />

• Public Scoping Meeting No. 1 – January 11, 2003<br />

• Public Scoping Meeting No. 2 – February 20, 2003<br />

• Newsletter No. 2 and Stakeholder Summary – May 2003 (mailed and<br />

distributed on-site)<br />

• Public Meeting No. 3 – May 27, 2003<br />

• Focus Group Meeting Striped Bass Association – September 10 , 2003<br />

• Focus Group Meeting <strong>San</strong> <strong>Luis</strong> Sailboard Patrol – October 18, 2003<br />

The survey in<strong>for</strong>mation and any written or spoken comments were included in <strong>the</strong><br />

summaries of <strong>the</strong> public meetings and <strong>the</strong> stakeholder summary. The meeting<br />

summaries, stakeholder comments, NOP and <strong>the</strong> newsletters, including a copy of<br />

<strong>the</strong> survey, are provided in Appendix C. The mailing list database has been<br />

maintained throughout <strong>the</strong> planning process and is updated as new requests <strong>for</strong><br />

in<strong>for</strong>mation are received. Entries are deleted <strong>for</strong> survey respondents who indicate<br />

on <strong>the</strong> survey that <strong>the</strong>y want to be removed from <strong>the</strong> database.<br />

6.1.1 Consultation with <strong>the</strong> U. S. Fish and Wildlife Service<br />

The USFWS responded to <strong>the</strong> NOI/NOP in a letter dated January 7, 2003, which<br />

is summarized in Table 6-1. Reclamation and CSP met with <strong>the</strong> Endangered<br />

Species Division staff of <strong>the</strong> USFWS on February 13, 2003, to in<strong>for</strong>m USFWS<br />

staff about <strong>the</strong> Plan and proposed action. In July 2003, Reclamation and CSP sent<br />

USFWS draft alternatives maps and descriptions <strong>for</strong> implementation of <strong>the</strong> Plan.<br />

Comments were received on this in<strong>for</strong>mation in October 2003 from USFWS staff.<br />

Comments were incorporated into <strong>the</strong> Plan, alternatives, and associated<br />

environmental analysis. Additionally, all mailings and meeting notices regarding<br />

<strong>San</strong> <strong>Luis</strong> <strong>Reservoir</strong> <strong>SRA</strong> 6-1<br />

<strong>Draft</strong> RMP/GP and <strong>Draft</strong> <strong>EIS</strong>/<strong>EIR</strong>
