a. When planning projects, use ITS Solutions Toolbox to identify opportunities to<br />

include ITS elements; and to program design, construction, operations, and<br />

maintenance costs.<br />

b. Using the examples presented in Section 7, identify existing and future<br />

opportunities for including ITS elements in combination with other capital<br />

improvement projects. This will result in cost savings and schedule efficiencies.<br />

5. Incorporate components of the SDP into the main body of the next Metropolitan<br />

Transportation <strong>Plan</strong> with a focus on outcomes that benefit users of the system. The <strong>Plan</strong><br />

can include:<br />

a. A discussion on new technologies that improve system performance without<br />

adding capacity with minimal reference to ITS “jargon”.<br />

b. Identification of key ITS projects and initiatives that should be targeted early in the<br />

planning process to promote integration with other transportation projects and<br />

strategies.<br />

c. Incorporation of the ITS Vision into the long range transportation goals.<br />

d. References and descriptions of regional ITS Architecture and SDP components to<br />

provide better definition of project costs and define the regional ITS integrated<br />

network and system (i.e., identify potential technologies as part of project<br />

descriptions).<br />

6. Schedule a joint meeting of the ITS Partnership and Regional <strong>Plan</strong>ning Partnership at least<br />

annually to provide a forum for topics of common interest and to initiate a procedure that<br />

ensures ITS solutions are considered when projects are nominated for federal or state<br />

funding.<br />

7. Consider separating the ITS Partnership into two groups –a technical working group and a<br />

policy steering group and identify the roles of each group. Maintain the current schedule<br />

for the technical working group and bring the policy group members together at key<br />

milestones in the planning and programming process. The addition of a policy steering<br />

group will raise the level of discussion to management level and reinforce the need to<br />

integrate ITS at the planning stage of project development.<br />

8. Create incentives for incorporating and maintaining ITS in MTP and MTIP projects that<br />

can demonstrate a measurable outcome. Incentives could include additional funding for<br />

maintaining ITS components in projects and/or earlier project delivery schedule for ITS<br />

projects.<br />
