PURPOSE<br />

SUMMARY<br />

The General <strong>Plan</strong> is the City’ s long-term comprehensive policy guide for the<br />

physical, economic, and environmental growth and renewal of the city. The<br />

General <strong>Plan</strong> is strongly oriented toward physical development of land uses,<br />

a circulation network, and supporting facilities and services. It is comprised<br />

of goals, policies, programs and actions, which are based on an assessment<br />

of current and future needs and available resources. The document is the<br />

principal tool for City use in evaluating public and private building proj ects<br />

and municipal service improvements. Conformance of proj ects and<br />

improvements with the General <strong>Plan</strong> is a major step toward their approval.<br />

The goals of the General <strong>Plan</strong> are:<br />

Create a safe, efficient surface transportation network for the<br />

movement of people and goods.<br />

Provide all citizens in all communities of the City with access to a<br />

transportation network which serves both the City and region, either by<br />

personal vehicle or transit. Make a special effort to maximize<br />

alternatives to single occupant vehicle use, such as public transit.<br />

Maintain a desirable quality of life, including good air quality while<br />

supporting planned land use and population growth.<br />

Consider air quality along with traffic flow efficiency when making<br />

decisions about transportation.<br />

Create and maintain a street system which protects residential<br />

neighborhoods from unnecessary levels of traffic.<br />

Increase the commute vehicle occupancy rate by 50%.<br />

Develop a balanced transportation system which will encourage the use<br />

of public transit, multiple occupancy of the private automobile, and<br />

other forms of transportation.<br />

Provide adequate parking to support continued downtown development,<br />

alternative modes of transportation, and the Central City Urban Design<br />

<strong>Plan</strong>.<br />

Promote a well designed and heavily patronized light rail and transit<br />

system.<br />

Increase the use of the pedestrian mode as a mode of choice for all<br />

areas of the city.<br />

Provide a network of safe and convenient bikeways. Promote bicycling<br />

as a feasible transportation alternative which conserves energy,<br />

improves air quality, reduces traffic congestion, and improves public<br />

health.<br />

Improve quality of residential neighborhoods by protecting, preserving,<br />

and enhancing their character.<br />

Identify areas of potential change where density development would be<br />

appropriate along major thoroughfares, commercial strips and near light<br />

rail stations, and modify plans to accommodate this change.<br />
