The General <strong>Plan</strong> serves as a long-term policy guide for the physical,<br />

economic, and environmental growth of a city and a statement of the<br />

community’ s vision of its ultimate physical growth. City actions, such as<br />

those relating to land use allocations, annexations, zoning, subdivision, and<br />

design review, redevelopment, and capital improvements must be consistent<br />

with the General <strong>Plan</strong>.<br />

PURPOSE<br />

The General <strong>Plan</strong> also designates land use categories for the entire city.<br />

Each land use category is identified and defined within the General <strong>Plan</strong> and<br />

includes information on the general uses, development, intensity, siting and<br />

compatibility standards.<br />

The City of Roseville General <strong>Plan</strong> enables the City Council and <strong>Plan</strong>ning<br />

Commission to establish long-range development policies; provide a basis for<br />

j udging whether private development proposals and public proj ects are in<br />

harmony with the policies; and guide public agencies and private developers<br />

in designing projects that are consistent with City policies.<br />

The General <strong>Plan</strong> discusses nine elements including land use, circulation, air<br />

quality, open space and conservation, parks and recreation, public facilities,<br />

safety, noise, and housing.<br />

SUMMARY<br />

The main overarching goals in land use and circulation, the prevalent<br />

elements, are as follows:<br />

promote a balanced land use pattern that supports innovative land use<br />

approaches and retains and enhances the distinct character and identity<br />

of Roseville<br />

It is the underlying goal of the entire Circulation Element that the City’s<br />

circulation system promote<br />

o the safe, efficient, and reliable movement of people and<br />

goods;<br />

o shift from the automobile to other modes of transportation;<br />

and<br />

o provide an adequate level of transportation service for all<br />

persons traveling in and through Roseville.<br />
