The STARNET system design is based on an open and modular system<br />

architecture that facilitates system and subsystem component integration<br />

through standard communications interfaces.<br />

PURPOSE<br />

SUMMARY<br />

Several meetings were conducted with the agencies who currently had<br />

deployed transportation related systems within the Sacramento<br />

metropolitan area. During these meetings, the goal was to collect<br />

information regarding their hardware and software, as well as discuss<br />

agencies’ goals and obj ectives relative to the sharing and exchange of<br />

data/information within the region.<br />

The following list summarizes the high-level needs for STARNET.<br />

Ability to share cross jurisdictional signal timing data to improve<br />

traffic flow<br />

Ability to identify incidents which impact upstream/downstream<br />

traffic flow<br />

Ability to share video among agencies<br />

Ability to centrally archive traffic volumes<br />

“ This document has identified an architectural approach that essentially<br />

centralizes the data processing activity and provides a uniform data and<br />

control interface to the various stakeholders in the region. This is not<br />

the only approach that could be followed. In other parts of the country,<br />

agencies with similar goals to the STARNET stakeholders have opted for<br />

system architectures that distribute the processing throughout the agencies<br />

involved in a peer-to-peer configuration. While this type of an approach has<br />

performance benefits and affords greater functionality for the user<br />

community, it was deemed that such an approach for STARNET would<br />

require unnecessary capital investment for the initial functional<br />

requirements identified as part of this conceptual development process.”<br />
