PURPOSE<br />

SUMMARY<br />

This General <strong>Plan</strong> organizes Yolo County’ s perceptions of present and future<br />

problems, outlines how the County plans to deal with them, and prescribes<br />

some procedures to move toward their resolution.<br />

Following is a concise list of the basic goals expressed in this Yolo County<br />

General <strong>Plan</strong> and related <strong>Plan</strong> documents:<br />

Wise land use based on both physical and social characteristics of the<br />

County.<br />

Protect prime and other agricultural land from urban development.<br />

Provide for industrial growth in the County to provide employment,<br />

services, and tax base while minimizing hazards and nuisances and while<br />

conserving resources and agricultural lands.<br />

Provide recreational opportunities.<br />

Encourage conservation (energy, open space, and materials).<br />

Maintain good road conditions.<br />

Provide for and encourage alternate transportation modes (bus,<br />

pedestrian, bike).<br />

Correct Zoning Ordinance violations.<br />

Provide decent and affordable housing.<br />

Establish natural and wildlife areas (preserves).<br />

Create urban open spaces, green belts, and scenic highways.<br />

Conserve and manage water resources (groundwater, stream, and the<br />

Delta).<br />

Make land use compatible with culture and rural setting.<br />

Work on noise problems and their solutions.<br />

Control pollution.<br />

Provide services for elderly and handicapped.<br />

Provide for seismic safety.<br />

Work to improve air quality.<br />

Promote Health and Safety.<br />

Discourage urban sprawl.<br />

Discourage segregation in neighborhoods.<br />

Preserve County history and historical sites.<br />

Ensure that efficient utility service is provided.<br />

Control erosion and practice soil management.<br />

Aesthetics – landscaping to enhance the community and preservation of<br />

rural scenery.<br />

Provide health services.<br />

Control flooding and avoid the effects of flooding.<br />

Continue to improve existing urban uses and place new urban uses in<br />

existing planned urban areas.<br />

Conserve natural resources.<br />

Conserve and enhance cultural resources.<br />

Avoid, mitigate, or eliminate hazards and nuisances.<br />

Periodically upgrade the General <strong>Plan</strong> and its implementing systems.<br />

Maintain and enhance an effective planning agency.<br />
