3. COMMON ISSUES<br />

Among the reports above, prevalent general themes include the following:<br />

Encourage mixed use developments, “village concept” developments, transit-oriented<br />

developments. Encourage land use plans that support public transit.<br />

Enhance the accessibility and attractiveness of existing and planned employment areas.<br />

Focus growth inward (infill development, using existing assets).<br />

Facilitate integration among different technologies, applications, and jurisdictions (for example,<br />

through Transportation Management Centers or agreements between neighboring and overlapping<br />

jurisdictions). Investigate different ITS solutions.<br />

Provide intermodal choices – Encourage and facilitate transit, bicycle, and pedestrian modes of<br />

transportation. Reduce automobile use by improving transit service. Encourage carpools and<br />

vanpools.<br />

Improve emergency response capabilities.<br />

Ensure safety (for example, minimizing cut-through traffic in residential areas).<br />

Decrease noise and air pollution.<br />

Provide or improve traffic signals and control. Use signal pre-emption where beneficial.<br />

Revitalize existing downtown areas. Transform and revitalize existing commercial corridors.<br />

Designate truck routes and facilitate improved goods movement.<br />

Standardize data types and nomenclature (for example, as described in the Regional Street Network<br />

and Address Database System Architecture and Design).<br />

Future <strong>Strategic</strong> <strong>Deployment</strong> <strong>Plan</strong> tasks and deliverables will draw upon the information in these<br />

documents. The next task is to take the information gathered on the existing conditions to prepare the<br />

Gap Assessment, which is part of the “User Needs and User Services” section in the Final <strong>Strategic</strong><br />

<strong>Deployment</strong> <strong>Plan</strong> Report. It will discuss existing projects and subsequent gaps pertaining to different<br />

service areas (for example, service areas such as traffic management, public transportation, and traveler<br />

information or commercial vehicle operations). This is a major step toward identifying and refining the<br />

recommended ITS deployment solutions in the <strong>Strategic</strong> <strong>Deployment</strong> <strong>Plan</strong>.<br />
