The stakeholders categorized each market package as having high, medium, or low priority<br />

as it pertains to the needs of the Sacramento Region. For the gaps that occur between the<br />

high and medium priority market packages and the projects, new projects will be defined that<br />

will accommodate the market packages. This is conducted later in Section 7. The gaps that<br />

occur in the low priority category will not be addressed in the current strategic deployment<br />

plan.<br />

o In the Sacramento Region ITS Vision in Section 2, there were several objectives that were<br />

defined that do not relate to any market package and for which there is no project already<br />

identified that will fulfill that Vision objective. These represent other gaps in the current list<br />

of projects that do not satisfy the ITS Vision objectives.<br />
