* The District that administers YOLOBUS, which operates local and inter­city<br />

bus services in Yolo County and neighboring areas. YOLOBUS serves Davis,<br />

West Sacramento, Winters, Woodland, downtown Sacramento, Sacramento<br />

International Airport, Cache Creek Casino, Esparto, Madison and Knights<br />

Landing. Yolobus also makes connections with other local public<br />

transportation systems (Unitrans and Citylink Amtrak in Davis, and Regional<br />

Transit and Light Rail in Sacramento).<br />

The transit agency that services Yuba City, Marysville, Sacramento and the<br />

surrounding rural communities. The Yuba­Sutter Transit Agency provides<br />

fixed route operations (local and to Sacramento), rural operations, and "dial­aride"<br />

(demand response) operations.<br />

4.3 Operational Concepts<br />

An Operational Concept documents each stakeholder’s current and future roles and responsibilities<br />

in the operation of the regional ITS systems. The operational concept documents these roles and<br />

responsibilities across a range of transportation services. The services covered are:<br />

• Traffic Signal Control: the development of signaling systems that react to changing traffic<br />

conditions and provide coordinated intersection timing over a corridor, an area, or multiple<br />

jurisdictions.<br />

• Highway Management: the development of systems to monitor freeway (or tollway) traffic<br />

flow and roadway conditions, and provide strategies such as ramp metering or lane access<br />

control to improve the flow of traffic on the freeway. Includes systems to provide information<br />

to travelers on the roadway.<br />

• Incident Management: the development of systems to provide rapid and effective response to<br />

incidents. Includes systems to detect and verify incidents, along with coordinated agency<br />

response to the incidents.<br />

• Transit Management: the development of systems to more efficiently manage fleets of transit<br />

vehicles or transit rail. Includes systems to provide transit traveler information both pre­trip<br />

and during the trip.<br />

• Traveler Information: the development of systems to provide static and real time<br />

transportation information to travelers.<br />

• Emergency Management: the development of systems to provide emergency call taking,<br />

public safety dispatch, and emergency operations center operations.<br />

• Maintenance and Construction Management: the development of systems to manage the<br />

maintenance of roadways in the region, including winter snow and ice clearance. Includes the<br />

managing of construction operations.<br />

• Archive Data Management: the development of systems to collect transportation data for use<br />

in non­operational purposes (e.g. planning and research).<br />

• Electronic Payment: the development of electronic fare payment systems for use by transit<br />

and other agencies (e.g. parking).<br />
