2 VISION STATEMENT<br />

2.1 Original Sacramento Region ITS Vision<br />

In 2002, the Sacramento ITS Partnership developed and approved an ITS Vision for the<br />

Sacramento Region. The document outlined the ITS needs for the region and presented a vision<br />

that paralleled a set of overarching goals defined by the SACOG Metropolitan Transportation <strong>Plan</strong><br />

(MTP). The ITS Vision represents a high level view of the stakeholders’desired objectives for<br />

advanced technologies in the region. This ITS Vision was updated as part of this <strong>Strategic</strong><br />

<strong>Deployment</strong> <strong>Plan</strong> with specific objectives intended to describe how technologies can help the<br />

Region achieve the ten goals stated in the Metropolitan Transportation <strong>Plan</strong>. It does not identify<br />

any specific project solutions; rather it describes guiding principles for consideration as ITS<br />

solutions are defined in capital improvement programs and other deployment initiatives. During<br />

the <strong>Strategic</strong> <strong>Deployment</strong> <strong>Plan</strong>ning process, these principles were prioritized so deployment can<br />

focus on addressing the services and objectives that are important to the stakeholders.<br />

2.2 Updated Sacramento Region ITS Vision<br />

The original ITS Vision was based on the MTP Goals. During this SDP process, stakeholder input<br />

was compiled and integrated into the Vision document. Goals and objectives from existing<br />

Sacramento region planning documents were used as guiding principles during the update process.<br />

The current version of the Sacramento Region ITS Vision, as of March 2005 is repeated below,<br />

and is included in Appendix B as a stand­alone document. A correlation of ITS Vision objectives<br />

to prioritized projects is shown in Table 7.1 on Page 114. This vision document should continue<br />

to be revisited at least as often as the ITS Architecture and SDP are updated, currently scheduled<br />

for every three years in advance of the MTP update.<br />

1. OVERARCHING GOAL: QUALITY OF LIFE<br />

Develop a fully integrated, multi­modal transportation system to serve as a catalyst to<br />

enhance the quality of life enjoyed by the current and future residents of the Sacramento<br />

region.<br />

ITS is the technology needed to develop a fully integrated, multi­modal transportation<br />

system. With the ability of ITS to enhance and integrate transit services, improve safety and<br />

mobility for pedestrians and bicyclist, smooth traffic flow, and provide traveler information<br />

via 511 or other service; the region can achieve this goal by employing technologies that<br />

help improve operations and safety for every mode of travel.<br />

2. ACCESS AND MOBILITY<br />

Improve access to goods, jobs, services, housing, and other destinations; provide mobility for<br />

people and goods throughout the region, in a safe, affordable, efficient and convenient<br />

manner.<br />

ITS will be a critical component in achieving this goal. ITS provides the technology needed<br />

to integrate various transit services, improve transit timeliness, create new Bus Rapid<br />
