Table 4.6: Performance Measures
Performance Measures
• Data Accuracy: Measured as amount of data meeting a given
accuracy threshold appropriate to the measurement (for example,
travel times must have 90% accuracy).
• System Reliability: Quantitative thresholds for meantime between
failure (MTBF) for both the phone and web systems. Internal linkages
must also be monitored (for example, does the system always link
properly from the main menu or main Web page to the appropriate
nested menus or pages).
• Use of transit information by travelers. Measured as number of calls
to 511 phone system, or number of page views on transit website.
• Customer Satisfaction. Measured as a customer satisfaction rating
based on (subjective) criteria. Such a measure must be interpreted
carefully because it is subjective and affected by the sample size, etc.
ATIS08 Dynamic Ridesharing • Number of rider requests.
ATMS01 Network Surveillance • Data Accuracy: Measured as amount of data meeting a given
accuracy threshold appropriate to the measurement (for example,
travel times must have 90% accuracy).
• Sensor coverage. Measured in miles of highway or arterials covered
by surveillance.
• Sensor functionality. Measured as availability of sensor information
from highways or arterials (hours operational vs. total number of hours
in measurement period).
ATMS02 Probe Surveillance • Data Accuracy. Measured as amount of data meeting a given
accuracy threshold appropriate to the measurement (for example,
travel times must have 90% accuracy).
• Probe system coverage. Measured in miles of highway or arterials
covered by probe surveillance.
ATMS03 Surface Street Control • Traffic flow. Measured at intersections with signal systems.
• Travel time along a corridor (that contains coordinated signals)
• Traffic signal system failure rates.
• Air Emissions. Measured as proportional to travel times and vehicle
classifications, and stopandgo conditions.
ATMS04 Freeway Control • Traffic flow. Measured at on ramps and on highway.
• Travel Time along freeway segments.
• Air Emissions. Measured as proportional to travel times and vehicle
classifications, and stopandgo conditions.
ATMS06
Traffic Information
Dissemination
• Number (or frequency) of advisory messages per DMS.
• Data Accuracy. Measured as amount of data meeting a given
accuracy threshold appropriate to the measurement (for example,
travel times must have 90% accuracy).
ATMS07 Regional Traffic Control • Traffic flow. Measured at intersections with interconnected signals
across jurisdictions.
• Travel Time along roadway segments.
• Air Emissions. Measured as proportional to travel times and vehicle
classifications, and stopandgo conditions.
ATMS08
Traffic Incident
Management System
• Accident rates
• Number of incidents detected or verified
• Incident response times
• Incident clearance times
