PURPOSE<br />

Tahoe Metropolitan <strong>Plan</strong>ning Organization and Tahoe Regional <strong>Plan</strong>ning<br />

Agency<br />

The Tahoe Basin ITS <strong>Strategic</strong> <strong>Plan</strong> is a road map to implement an integrated<br />

system of technology-based transportation strategies within this five-county,<br />

bi-state region. This report identifies the technology-based opportunities for<br />

improving the transportation system in the Tahoe Basin. The <strong>Plan</strong> is intended<br />

to establish the need for ITS investments in the region, identify relative<br />

priorities to direct ITS investment, and to identify specific proj ects to be<br />

deployed to address identified needs. The phasing of the recommended<br />

proj ects reflects the relative priorities identified in the development of the<br />

plan.<br />

The report describes existing and planned ITS proj ects, a Regional ITS<br />

Architecture, <strong>Deployment</strong> Considerations and Program Management in<br />

accordance with the following Vision for the Tahoe Basin:<br />

SUMMARY<br />

ITS will be integrated into the Tahoe Basin transportation system<br />

infrastructure and operations on a strategic basis:<br />

To provide accurate and timely information to all travelers,<br />

To provide public education about and awareness of travel options and<br />

conditions,<br />

To address congestion and safety problems,<br />

To enhance emergency preparedness and response,<br />

To encourage use of transit and other modes as alternatives to the<br />

automobile whenever possible,<br />

To improve the efficiency and effectiveness of operational and<br />

maintenance functions of all transportation modes,<br />

To support transportation planning and system management functions<br />

and,<br />

To support and encourage interagency operability and effectiveness.<br />

RECOMMENDATIONS FROM DOCUMENT<br />

Roadway Traveler Information<br />

Inform travelers about travel delays from recurrent congestion, special events, incidents, weather<br />

problems, and other emergencies.<br />

Increase the knowledge of visitors about travel conditions and activities during the off-peak times,<br />

days of the week or seasons.<br />

Improve the ability of transportation agencies to warn travelers of potentially difficult roadway<br />

conditions.<br />

Traffic Management and Safety<br />

Enhance traffic flow on the major roads providing access to and circling the lake, improve safety,<br />

and reduce the impact of visitor volumes during peak travel times.<br />

Enhance traffic monitoring capabilities to collect and verify information on roadway conditions<br />

and vehicle flows.<br />

Facilitate traffic flow to improve ingress to and egress from, and minimize the traffic impact of<br />

activity centers and special events.<br />

Improve the ability of transportation agencies to identify the nature and location of difficult<br />

driving conditions.<br />
