Toxics Release Inventory in <strong>the</strong> United States<br />

One <strong>of</strong> <strong>the</strong> first and most comprehensive PRTR systems is <strong>the</strong> Toxics Release Inventory <strong>of</strong> <strong>the</strong> United<br />

States, which provides publicly accessible informati<strong>on</strong> <strong>on</strong> toxic chemical polluti<strong>on</strong> from<br />

manufacturing facilities throughout <strong>the</strong> country. It includes informati<strong>on</strong> <strong>on</strong> chemicals released into <strong>the</strong><br />

local envir<strong>on</strong>ment; how much <strong>of</strong> each chemical went into <strong>the</strong> air, water and land, or was transported<br />

for <strong>of</strong>f-site treatment in a particular year; how chemical wastes were treated at <strong>the</strong> reporting facility;<br />

<strong>the</strong> efficiency <strong>of</strong> waste treatment; and finally, polluti<strong>on</strong> preventi<strong>on</strong> and chemical recycling activities<br />

implemented at <strong>the</strong> facility. Some states chose to go bey<strong>on</strong>d <strong>the</strong> PRTR requirements, as was <strong>the</strong> case,<br />

for instance, <strong>of</strong> <strong>the</strong> Massachusetts’Toxics Use Reducti<strong>on</strong> Act (TURA).<br />

Since 1984 Brazil has attempted to maintain a nati<strong>on</strong>al envir<strong>on</strong>mental informati<strong>on</strong> system, although it<br />

has faced difficulties in coordinating federal and state envir<strong>on</strong>mental agencies. Chile has had its<br />

nati<strong>on</strong>al system <strong>of</strong> envir<strong>on</strong>mental informati<strong>on</strong> since 1994.<br />

Argentina has opted for ano<strong>the</strong>r method <strong>of</strong> providing <strong>the</strong> public with envir<strong>on</strong>mental informati<strong>on</strong> and<br />

exerting pressure. The Nati<strong>on</strong>al Secretary <strong>of</strong> Natural Resources and Human Envir<strong>on</strong>ment has been<br />

granted <strong>the</strong> legal right to publish a list <strong>of</strong> violators <strong>of</strong> envir<strong>on</strong>mental regulati<strong>on</strong>s, causing negative<br />

publicity for <strong>the</strong> <strong>of</strong>fending industries.<br />

Public envir<strong>on</strong>mental reporting<br />

Private enterprise and global markets have emerged as powerful ec<strong>on</strong>omic forces in <strong>the</strong> twenty-first<br />

century, and <strong>the</strong> impact <strong>of</strong> business <strong>on</strong> <strong>the</strong> envir<strong>on</strong>ment has attracted much attenti<strong>on</strong> in governance and<br />

policy debates. There has been significant progress in harm<strong>on</strong>izing financial reporting, and external<br />

financial reporting is guided by a widely accepted, comm<strong>on</strong> framework <strong>of</strong> principles and practices as<br />

to what should be reported or how, when and where.<br />

Public envir<strong>on</strong>mental reporting is relatively new, dating back to <strong>the</strong> mid-eighties, and should not be<br />

c<strong>on</strong>fused with a PRTR system. A public envir<strong>on</strong>mental report (PER) is <strong>the</strong> voluntary public<br />

presentati<strong>on</strong> <strong>of</strong> informati<strong>on</strong> about an organizati<strong>on</strong>’s envir<strong>on</strong>mental performance over a specified<br />

period, usually a financial year. An organizati<strong>on</strong>’s report may be published as a stand-al<strong>on</strong>e document,<br />

a web site or as part <strong>of</strong> an annual report.<br />

In putting toge<strong>the</strong>r a PER, an organizati<strong>on</strong> has an opportunity to gain a comprehensive overview <strong>of</strong> <strong>the</strong><br />

envir<strong>on</strong>mental aspects <strong>of</strong> its operati<strong>on</strong>s, since <strong>the</strong> informati<strong>on</strong> presented to its stakeholders is generally<br />

developed after examining current systems and processes and planning cost-effective improvements:<br />

• First, an envir<strong>on</strong>mental audit allows a close look at current operating practices. Energy and<br />

material use is recorded as well as any waste occurring during operati<strong>on</strong>s;<br />

• Sec<strong>on</strong>d, <strong>the</strong> organizati<strong>on</strong> identifies areas where resource savings and waste reducti<strong>on</strong> could be<br />

made and sets targets for <strong>the</strong>se improvements;<br />

• Third, systems are set up to meet <strong>the</strong> targets, m<strong>on</strong>itor progress, identify <strong>on</strong>going improvements<br />

and develop formats for reporting performance and progress.<br />
