• Municipal CP programmes leading to EMS certificati<strong>on</strong>.<br />

In this slide, show that joint implementati<strong>on</strong> <strong>of</strong> CP and envir<strong>on</strong>mental<br />

management systems is becoming a more comm<strong>on</strong> practice, and explain how<br />

<strong>the</strong> integrati<strong>on</strong> <strong>of</strong> <strong>the</strong> two c<strong>on</strong>cepts can benefit <strong>the</strong> company.<br />

Background<br />

In <strong>the</strong> early years <strong>of</strong> ISO 14001 and CP, <strong>the</strong> c<strong>on</strong>sulting communities most closely involved with each<br />

<strong>of</strong> <strong>the</strong> two c<strong>on</strong>cepts sometimes perceived each o<strong>the</strong>r—wr<strong>on</strong>gly—as competitors. There is no reas<strong>on</strong> to<br />

view CP and ISO 14001 as rival approaches, because in fact <strong>the</strong>y are complementary. Several<br />

examples <strong>of</strong> <strong>the</strong> successful merging <strong>of</strong> <strong>the</strong> two c<strong>on</strong>cepts are now available, and experience shows that<br />

a CP programme can be an integral part <strong>of</strong> work to introduce an envir<strong>on</strong>mental management system.<br />

The rati<strong>on</strong>ale for <strong>the</strong> integrati<strong>on</strong> <strong>of</strong> <strong>the</strong> two c<strong>on</strong>cepts is that <strong>Cleaner</strong> Producti<strong>on</strong> focuses <strong>on</strong> <strong>the</strong><br />

operati<strong>on</strong>al (plant floor) level, while an EMS system requires <strong>the</strong> development <strong>of</strong> a str<strong>on</strong>g and formal<br />

management structure and procedures. CP can be used effectively to dem<strong>on</strong>strate <strong>the</strong> c<strong>on</strong>tinued<br />

envir<strong>on</strong>mental improvement required under ISO 14001. CP is also likely to generate operati<strong>on</strong>al<br />

savings to <strong>the</strong> company, <strong>of</strong>fsetting in part <strong>the</strong> cost <strong>of</strong> <strong>the</strong> EMS certificati<strong>on</strong> process. C<strong>on</strong>versely, a<br />

functi<strong>on</strong>ing EMS can help to keep a CP programme <strong>on</strong> track.<br />

There are a number <strong>of</strong> examples where CP projects and EMS certificati<strong>on</strong> were combined in municipal<br />

operati<strong>on</strong>s. The Czech Republic, for instance, has been pi<strong>on</strong>eering work <strong>on</strong> <strong>the</strong> EU’s EMAS<br />

certificati<strong>on</strong> with a CP project. In Mexico, some municipal authorities are currently completing <strong>the</strong><br />

certificati<strong>on</strong> process according to ISO 14001.<br />

In 2001, a c<strong>on</strong>sortium <strong>of</strong> four organizati<strong>on</strong>s, UNEP, Envir<strong>on</strong>ment Canada, <strong>the</strong> Internati<strong>on</strong>al Federati<strong>on</strong><br />

<strong>of</strong> C<strong>on</strong>sulting Engineers and ICLEI, developed a training package for local governments<br />

implementing EMS. The kit was based <strong>on</strong> ISO 14001:1996, and includes accompanying exercises,<br />

guidelines, resource kits and case descripti<strong>on</strong>s. It can serve as a resource for trainers and municipal<br />

staff and acknowledges <strong>the</strong> activities undertaken by local governments towards sustainable<br />
