Resp<strong>on</strong>sible Care Programme<br />
The Resp<strong>on</strong>sible Care Programme, initiated in Canada in 1987, is a voluntary initiative within <strong>the</strong><br />
global chemical industry to handle products safely from <strong>the</strong>ir incepti<strong>on</strong> in <strong>the</strong> research laboratory,<br />
through manufacture and distributi<strong>on</strong>, to ultimate disposal. The intenti<strong>on</strong> is to improve all aspects <strong>of</strong><br />
health, safety and envir<strong>on</strong>ment performance. There are provisi<strong>on</strong>s for reporting <strong>the</strong> results <strong>of</strong><br />
Resp<strong>on</strong>sible Care to <strong>the</strong> internati<strong>on</strong>al stakeholder audience every two years. The global chemical<br />
industry is represented by <strong>the</strong> Internati<strong>on</strong>al Council <strong>of</strong> Chemical Associati<strong>on</strong>s, and <strong>the</strong> programme is<br />
being implemented in 45 countries.<br />

Voluntary polluti<strong>on</strong> preventi<strong>on</strong> agreements<br />
Voluntary agreements are a pledge by <strong>on</strong>e or more sectors <strong>of</strong> <strong>the</strong> ec<strong>on</strong>omy to behave in a certain way<br />
in order to achieve envir<strong>on</strong>mental goals. In practice, voluntary agreements by <strong>the</strong> private sector are<br />
almost always motivated ei<strong>the</strong>r by government threats <strong>of</strong> regulati<strong>on</strong>s and/or taxes or by government<br />
pledges <strong>of</strong> financial support.<br />
Voluntary agreements can be an effective means <strong>of</strong> achieving polluti<strong>on</strong> preventi<strong>on</strong> objectives and can<br />
<strong>of</strong>ten work more quickly and with more flexibility than regulatory regimes. This, in turn, can help<br />
promote innovative cleaner technologies and cost-effective methods <strong>of</strong> reducing polluti<strong>on</strong>. Voluntary<br />
programmes are an additi<strong>on</strong> to, ra<strong>the</strong>r than a replacement for, regulati<strong>on</strong>s and ec<strong>on</strong>omic instruments<br />
that protect <strong>the</strong> envir<strong>on</strong>ment. Voluntary programmes can also serve to build up trust and credibility<br />
am<strong>on</strong>g industry, government bodies and <strong>the</strong> public.<br />
For any voluntary agreement, a key issue is to decide, in an objective manner, just how well <strong>the</strong><br />
agreement is being implemented by parties to it. This problem has not been fully solved as yet, and<br />
relevant policies are still evolving. Choosing a segment <strong>of</strong> <strong>the</strong> private sector that can <strong>of</strong>fer a unified<br />
negotiating stance, m<strong>on</strong>itor compliance and assure that <strong>the</strong> terms <strong>of</strong> <strong>the</strong> voluntary agreement are met<br />
by each subscriber, are particularly difficult issues.<br />
EXAMPLE<br />
33/50 Program<br />
This programme was a voluntary United States EPA initiative to reduce toxic waste generati<strong>on</strong> from<br />
industrial sources. EPA, through its Toxic Release Inventory, identified 17 chemicals that needed to be<br />
reduced by 33 per cent by <strong>the</strong> end <strong>of</strong> 1992 and 50 per cent by <strong>the</strong> end <strong>of</strong> 1995. Industries could<br />
voluntarily enter into partnership with EPA and attempt to meet those goals. The programme included<br />
1,300 parent companies, operating approximately 6,000 facilities throughout <strong>the</strong> United States. At <strong>the</strong><br />
end <strong>of</strong> 1995, <strong>the</strong> programme announced that emissi<strong>on</strong>s from those 17 chemicals had been successfully<br />
reduced by 750,000,000 pounds.<br />
Voluntary approaches are increasingly used in envir<strong>on</strong>mental policy and range from binding<br />
negotiated agreements between government and industry, to unilateral commitments <strong>of</strong> industry<br />
sectors (see <strong>the</strong> “Resp<strong>on</strong>sible Care” programme <strong>of</strong> chemical industries).<br />
