DEVELOPMENT OF CP POLICY<br />
MODULE 3: CP POLICY DEVELOPMENT CYCLE<br />
Nati<strong>on</strong>al government (i.e. central government, as distinct from local authorities) has <strong>the</strong> capacity to<br />
develop legislati<strong>on</strong> and a regulatory framework, and to set goals and establish policies. Government<br />
acti<strong>on</strong>s can eliminate policy incoherence and provide incentives for CP. A Government can provide<br />
targeted assistance to overcome key obstacles, and <strong>of</strong>fer technical assistance or funds for o<strong>the</strong>r CPrelated<br />
agencies. The latter includes streng<strong>the</strong>ning enforcement authorities, provided <strong>the</strong>re is <strong>the</strong><br />
political will to enforce envir<strong>on</strong>mental regulati<strong>on</strong>s. Last but not least, <strong>the</strong> Government can invite o<strong>the</strong>r<br />
stakeholders to participate in policy development.<br />
The legislative branch, including members <strong>of</strong> parliament, has a str<strong>on</strong>g influence in determining<br />
envir<strong>on</strong>mental priorities and <strong>the</strong> general directi<strong>on</strong> <strong>of</strong> policies. Any fundamental changes to, and<br />
updating <strong>of</strong>, a regulatory framework will require <strong>the</strong> support <strong>of</strong> <strong>the</strong> legislative branch. Lastly, through<br />
<strong>the</strong>ir network <strong>of</strong> c<strong>on</strong>tacts and alliances, legislators can be a good avenue to ga<strong>the</strong>r support for <strong>the</strong><br />
policy process.<br />
Enterprises and individual plants are <strong>the</strong> main implementing agents for CP, and communicati<strong>on</strong> with<br />
<strong>the</strong>m is essential. Enterprises, and specifically <strong>the</strong>ir managers, need to make a commitment to<br />
c<strong>on</strong>tinuously improve <strong>the</strong>ir envir<strong>on</strong>mental performance, and to develop capacity for CP and<br />
implement CP projects. Most important, <strong>the</strong>y should also be prepared to share results, including a<br />
dem<strong>on</strong>strati<strong>on</strong> <strong>of</strong> financial benefits, a somewhat sensitive issue in <strong>the</strong> commercial sector.<br />
Industrial interest groups, such as business and engineering associati<strong>on</strong>s, or sector-specific<br />
organizati<strong>on</strong>s, have a crucial outreach to individual enterprises. Industry associati<strong>on</strong>s can improve <strong>the</strong><br />
disseminati<strong>on</strong> and exchange <strong>of</strong> informati<strong>on</strong> am<strong>on</strong>g <strong>the</strong>ir members <strong>on</strong> successful CP experiences. They<br />
can help persuade senior managers to take up CP and adopt better envir<strong>on</strong>mental management<br />
practices. Finally, <strong>the</strong>y represent <strong>the</strong> business community in developing <strong>the</strong> policy and regulatory<br />
framework.<br />
Envir<strong>on</strong>mental service providers and CP c<strong>on</strong>sultants implement CP technical projects in enterprises.<br />
Recently, <strong>the</strong>y have <strong>of</strong>ten been involved in <strong>the</strong> preparati<strong>on</strong> <strong>of</strong> financing proposals for CP projects, and<br />
in promoting and marketing <strong>the</strong> CP c<strong>on</strong>cept with industry. One important group <strong>of</strong> envir<strong>on</strong>mental<br />
service providers includes those involved in envir<strong>on</strong>mental management systems (EMS) and local ecolabel<br />
and certificati<strong>on</strong> schemes, as <strong>the</strong>y are in a positi<strong>on</strong> to support—or oppose—<strong>the</strong> promoti<strong>on</strong> <strong>of</strong><br />
<strong>Cleaner</strong> Producti<strong>on</strong>.<br />
Universities and o<strong>the</strong>r educati<strong>on</strong>al instituti<strong>on</strong>s form and educate future managers. Their impact is<br />
str<strong>on</strong>g over a medium-term horiz<strong>on</strong>. In <strong>the</strong> short term, <strong>the</strong>y can integrate envir<strong>on</strong>mental management<br />
and CP principles into <strong>the</strong>ir curricula and provide short courses for current pr<strong>of</strong>essi<strong>on</strong>als in <strong>the</strong>ir<br />
c<strong>on</strong>tinuous educati<strong>on</strong> programmes.<br />
Financial instituti<strong>on</strong>s have, in recent years, been able to improve <strong>the</strong>ir understanding <strong>of</strong> CP<br />
investment. The financing sector is in a positi<strong>on</strong> to include envir<strong>on</strong>mental aspects in lending<br />
evaluati<strong>on</strong>s, broaden <strong>the</strong>ir lending instruments to support CP, and finance investments in CP and<br />
efficiency improvements. Insurance companies can promote CP through insurance incentives.<br />
N<strong>on</strong>-governmental organizati<strong>on</strong>s can raise awareness <strong>of</strong> CP and introduce an element <strong>of</strong> public<br />
pressure and accountability. Additi<strong>on</strong>ally, provided <strong>the</strong>y have <strong>the</strong> necessary technical capacities and<br />
skills, <strong>the</strong>y can implement voluntary activities <strong>on</strong> a local level. For example, a number <strong>of</strong> waste<br />
minimizati<strong>on</strong> programmes have been initiated or managed by NGOs.<br />
<strong>Cleaner</strong> Producti<strong>on</strong> Centres have traditi<strong>on</strong>ally been resp<strong>on</strong>sible for <strong>the</strong> identificati<strong>on</strong> and preparati<strong>on</strong><br />
<strong>of</strong> small CP investment projects, and for organizing educati<strong>on</strong> and training events. In <strong>the</strong> policy<br />
c<strong>on</strong>text, CPCs can play an advisory role to <strong>the</strong> Government, and be an independent intermediary with<br />
stakeholders.<br />
