This slide outlines <strong>the</strong> topics that will be covered in module 5 where municipal<br />

programmes and CP financing will be discussed in detail.<br />

<br />

Use this slide to present <strong>the</strong> new approach to envir<strong>on</strong>mental management, that<br />

goes bey<strong>on</strong>d <strong>the</strong> standard c<strong>on</strong>trol <strong>of</strong> producti<strong>on</strong> and envir<strong>on</strong>mental impacts <strong>on</strong><br />

individual media. You may wish to observe that <strong>the</strong> focus <strong>on</strong> <strong>the</strong> product and<br />

<strong>the</strong> integrated c<strong>on</strong>trol <strong>of</strong> polluti<strong>on</strong> are already reflected in regulatory<br />

approaches in <strong>the</strong> European Uni<strong>on</strong>.<br />

Background<br />

Traditi<strong>on</strong>ally, envir<strong>on</strong>mental regulati<strong>on</strong>s and standards focused <strong>on</strong> <strong>the</strong> c<strong>on</strong>trol <strong>of</strong> emissi<strong>on</strong>s from<br />

producti<strong>on</strong>, or <strong>on</strong> regulating industry’s impact <strong>on</strong> individual envir<strong>on</strong>mental media at <strong>the</strong> end-<strong>of</strong>-pipe<br />

(e.g. effects <strong>of</strong> waste water discharge to water bodies, or impact <strong>of</strong> air emissi<strong>on</strong>s <strong>on</strong> local air quality).<br />

In recent years, <strong>the</strong>re has been a trend towards a more advanced approach, which takes into account<br />

impacts <strong>on</strong> <strong>the</strong> envir<strong>on</strong>ment <strong>of</strong> a product or a service over its entire life cycle, that is from its design to<br />

its final disposal. Some interesting examples <strong>of</strong> this new trend include:<br />

Integrated Product Policy (IPP)<br />

This approach is being adopted to an increasing extent in <strong>the</strong> European Uni<strong>on</strong>. The five building<br />

blocks <strong>of</strong> IPP include: (a) measures aimed at reducing and managing wastes generated by <strong>the</strong><br />

c<strong>on</strong>sumpti<strong>on</strong> <strong>of</strong> products; (b) measures targeted at <strong>the</strong> innovati<strong>on</strong> <strong>of</strong> more envir<strong>on</strong>mentally friendly<br />

products; (c) measures to create markets for envir<strong>on</strong>mentally sound products; (d) measures for<br />

transmitting informati<strong>on</strong> up and down <strong>the</strong> product chain; and (e) measures which allocate<br />

resp<strong>on</strong>sibility for managing <strong>the</strong> envir<strong>on</strong>mental burdens <strong>of</strong> product systems.<br />

Extended Producer Resp<strong>on</strong>sibility (EPR)<br />

EPR makes <strong>the</strong> manufacturer resp<strong>on</strong>sible for various aspects <strong>of</strong> <strong>the</strong> product’s life cycle, bey<strong>on</strong>d simply<br />

<strong>the</strong> manufacturing stage (for more details <strong>on</strong> EPR, see <strong>the</strong> secti<strong>on</strong> <strong>on</strong> regulatory instruments in module<br />

4).<br />

Life Cycle Assessment and Design for Envir<strong>on</strong>ment are two fur<strong>the</strong>r examples <strong>of</strong> this trend.<br />
