Show that global initiatives related to envir<strong>on</strong>mental protecti<strong>on</strong> started in<br />

earnest somewhere in <strong>the</strong> eighties, while operati<strong>on</strong>al CP activities began in <strong>the</strong><br />

nineties. The key point is to dem<strong>on</strong>strate to <strong>the</strong> audience <strong>the</strong> growing<br />

momentum.<br />

Background<br />

1972: The first large internati<strong>on</strong>al c<strong>on</strong>ference <strong>on</strong> <strong>the</strong> envir<strong>on</strong>ment was held in Stockholm, Sweden, to<br />

highlight <strong>the</strong> issue <strong>of</strong> envir<strong>on</strong>mental degradati<strong>on</strong> as a global c<strong>on</strong>cern. The United Nati<strong>on</strong>s C<strong>on</strong>ference<br />

<strong>on</strong> <strong>the</strong> Human Envir<strong>on</strong>ment, held in 1972, was <strong>on</strong>e <strong>of</strong> <strong>the</strong> first attempts to move away from a sectoral<br />

towards a more comprehensive approach that would include all aspects <strong>of</strong> envir<strong>on</strong>mental protecti<strong>on</strong>.<br />

This shift was reflected in <strong>the</strong> Declarati<strong>on</strong> <strong>of</strong> <strong>the</strong> C<strong>on</strong>ference as well as <strong>the</strong> Acti<strong>on</strong> Plan for <strong>the</strong> Human<br />

Envir<strong>on</strong>ment, which was adopted by <strong>the</strong> C<strong>on</strong>ference. Recogniti<strong>on</strong> <strong>of</strong> <strong>the</strong> envir<strong>on</strong>ment as an important<br />

new political issue was reflected in <strong>the</strong> establishment <strong>of</strong> Ministries <strong>of</strong> Envir<strong>on</strong>ment in different<br />

countries following <strong>the</strong> C<strong>on</strong>ference.<br />

1987: In 1987, Gro Harlem Brundtland, former Prime Minister <strong>of</strong> Norway, chaired a committee whose<br />

goal was to produce a report <strong>on</strong> <strong>the</strong> state <strong>of</strong> <strong>the</strong> envir<strong>on</strong>ment for <strong>the</strong> United Nati<strong>on</strong>s World<br />

Commissi<strong>on</strong> <strong>on</strong> Envir<strong>on</strong>ment and <strong>Development</strong>. The product <strong>of</strong> <strong>the</strong> Committee’s work, “Our Comm<strong>on</strong><br />

Future”, o<strong>the</strong>rwise referred to as <strong>the</strong> Brundtland Report, introduced <strong>the</strong> c<strong>on</strong>cept <strong>of</strong> sustainable<br />

development and provided <strong>on</strong>e <strong>of</strong> <strong>the</strong> first and most comm<strong>on</strong>ly used definiti<strong>on</strong>s:<br />

“Sustainable development is development that meets <strong>the</strong> needs <strong>of</strong> <strong>the</strong> present without compromising<br />

<strong>the</strong> ability <strong>of</strong> future generati<strong>on</strong>s to meet <strong>the</strong>ir own needs”<br />

1989: In 1989, UNEP began its initiative <strong>on</strong> <strong>Cleaner</strong> Producti<strong>on</strong>, coining and c<strong>on</strong>ceptualizing <strong>the</strong><br />

actual term ‘<strong>Cleaner</strong> Producti<strong>on</strong>’. Ra<strong>the</strong>r than focusing simply <strong>on</strong> ‘clean technology,’ UNEP’s<br />

Divisi<strong>on</strong> <strong>of</strong> Technology, Industry and <strong>the</strong> Envir<strong>on</strong>ment stressed <strong>the</strong> importance <strong>of</strong> effective<br />

management and organizati<strong>on</strong>, and <strong>the</strong> need for c<strong>on</strong>stant improvement in performance. UNEP’s<br />

<strong>Cleaner</strong> Producti<strong>on</strong> activities have strived to provide leadership and encourage partnerships to promote<br />

<strong>the</strong> c<strong>on</strong>cept <strong>of</strong> <strong>Cleaner</strong> Producti<strong>on</strong> <strong>on</strong> a worldwide scale. Specifically, <strong>the</strong>y have involved <strong>the</strong><br />

provisi<strong>on</strong> and exchange <strong>of</strong> informati<strong>on</strong>; capacity-building and technical assistance; and promoti<strong>on</strong> <strong>of</strong><br />

cleaner producti<strong>on</strong> strategies.<br />

1992: In 1992, as a follow-up to recommendati<strong>on</strong>s <strong>of</strong> <strong>the</strong> Brundtland Report, <strong>the</strong> United Nati<strong>on</strong>s<br />

c<strong>on</strong>vened <strong>the</strong> C<strong>on</strong>ference <strong>on</strong> Envir<strong>on</strong>ment and <strong>Development</strong> in Rio de Janeiro (alternatively known as<br />

<strong>the</strong> Rio C<strong>on</strong>ference, <strong>the</strong> Earth Summit or Cumbre de la Tierra). The Rio C<strong>on</strong>ference produced a more<br />

detailed document titled Agenda 21, designed as an agenda for acti<strong>on</strong> for <strong>the</strong> twenty-first century.<br />

Agenda 21 <strong>of</strong>fered a set <strong>of</strong> goals for <strong>the</strong> achievement <strong>of</strong> sustainable development that could be tailored<br />

to a country’s specific needs.<br />
