<br />

M<strong>on</strong>itoring implementati<strong>on</strong> requires a well functi<strong>on</strong>ing policy development<br />

group and a built-in feedback mechanism. Specific indicators have to be<br />

adequate to meet <strong>the</strong> needs and objectives <strong>of</strong> m<strong>on</strong>itoring, but above all it is<br />

crucial to ensure that participants have an incentive to report progress and that<br />

implementati<strong>on</strong> can indeed be measured and/or m<strong>on</strong>itored.<br />

Background<br />

The effects and sustainability <strong>of</strong> a policy are difficult to measure. Efforts are <strong>of</strong>ten made by various<br />

sectors—educati<strong>on</strong>, legislature, for example—results may be slow in <strong>the</strong> case <strong>of</strong> <strong>Cleaner</strong> Producti<strong>on</strong>.<br />

This is particularly true for activities that are not at <strong>the</strong> level <strong>of</strong> industry.<br />

In order to be able to measure sustainability, policy in general and its operati<strong>on</strong>al comp<strong>on</strong>ents in<br />

particular, should include good indicators as well as built-in mechanisms to m<strong>on</strong>itor and evaluate<br />

less<strong>on</strong>s drawn from implementati<strong>on</strong>. This, in turn, requires feedback mechanisms that will help policy<br />

makers to collect and analyse informati<strong>on</strong> received.<br />

Indicators focusing <strong>on</strong> relevant aspects <strong>of</strong> <strong>the</strong> programmes (financial savings, efficiency <strong>of</strong> resource<br />

use, reducti<strong>on</strong> <strong>of</strong> polluti<strong>on</strong> etc.) at <strong>the</strong> relevant levels (from <strong>the</strong> macroec<strong>on</strong>omic level, to specific<br />

industrial sector level, to selected individual facilities) should form <strong>the</strong> standard elements <strong>of</strong> a strategy<br />

for <strong>the</strong> adopti<strong>on</strong> <strong>of</strong> <strong>Cleaner</strong> Producti<strong>on</strong>. Data dem<strong>on</strong>strating <strong>the</strong> ec<strong>on</strong>omic/financial benefits <strong>of</strong> CP<br />

implementati<strong>on</strong> are particularly helpful, but it is important to try to measure envir<strong>on</strong>mental impacts as<br />

well.<br />

As a general rule, indicators that measure implementati<strong>on</strong> should be developed toge<strong>the</strong>r with policy<br />

objectives and <strong>the</strong> acti<strong>on</strong> plan. They could include some <strong>of</strong> <strong>the</strong> following:<br />

(a) Increase in demand for CP services, e.g., number <strong>of</strong> CP assessments, number <strong>of</strong> technical CP<br />

service providers;<br />

(b) Evaluati<strong>on</strong> <strong>of</strong> ec<strong>on</strong>omic and envir<strong>on</strong>mental results <strong>of</strong> CP in selected (target) sectors;<br />

(c) Commitment to CP by government, enterprises and o<strong>the</strong>r stakeholders;<br />

(d) Instituti<strong>on</strong>al arrangements to facilitate and support <strong>the</strong> implementati<strong>on</strong> <strong>of</strong> CP, including <strong>the</strong><br />

participati<strong>on</strong> <strong>of</strong> relevant ministries;<br />

(e) Success in disseminati<strong>on</strong> <strong>of</strong> CP informati<strong>on</strong> and awareness-raising;<br />

(f)<br />

Mechanism to review and adjust policy framework and examine adjustments made as well as <strong>the</strong><br />

instruments put in place;<br />

(g) Informati<strong>on</strong>, training and educati<strong>on</strong> activities implemented;<br />
