The CP strategy and policy instruments will most likely be adopted after c<strong>on</strong>sultati<strong>on</strong> with business<br />
and industry. As a result, <strong>the</strong> final mix <strong>of</strong> policy instruments will be a compromise resulting from <strong>the</strong><br />
political process. Policy makers should ensure <strong>the</strong> agreement, or at <strong>the</strong> very least understanding, <strong>of</strong><br />
those whom <strong>the</strong>y seek to regulate, whe<strong>the</strong>r in <strong>the</strong> private or <strong>the</strong> public sector. Thus, in designing <strong>the</strong><br />
instrument mix, <strong>the</strong> idea is to provide a starting point for discussi<strong>on</strong> ra<strong>the</strong>r than a complete soluti<strong>on</strong>.<br />

• Establish a mid-term time frame for <strong>the</strong> acti<strong>on</strong> plan;<br />
• Build <strong>on</strong> previous work to take advantage <strong>of</strong> experience;<br />
• Set up sector-specific subprogrammes;<br />
• C<strong>on</strong>sult with affected groups;<br />
• Allow time for adaptati<strong>on</strong>;<br />
• Evaluate and modify periodically.<br />

With this slide, present general guidelines for designing <strong>the</strong> acti<strong>on</strong> plan and<br />
programmes. The key points to make are that <strong>the</strong> realistic time frame for an<br />
acti<strong>on</strong> plan is about five years (with a mid-life review), and that it may be<br />
necessary to formulate sector-specific programmes. C<strong>on</strong>sultati<strong>on</strong> with<br />
stakeholders is essential.<br />
Background<br />
An acti<strong>on</strong> plan in its most general form will include:<br />
• Quantitative targets and timelines for <strong>the</strong>ir achievement;<br />
• Specified acti<strong>on</strong>s to be taken; this could perhaps include separate programmes for individual<br />
sectors, or alternative scenarios;<br />
• Guidelines for awareness-raising, access to informati<strong>on</strong> and technical assistance;<br />
• The financial and ec<strong>on</strong>omic implicati<strong>on</strong>s <strong>of</strong> specific acti<strong>on</strong>s;<br />
• Clarificati<strong>on</strong> <strong>of</strong> <strong>the</strong> roles and resp<strong>on</strong>sibilities <strong>of</strong> <strong>the</strong> actors involved;<br />
• A m<strong>on</strong>itoring and evaluati<strong>on</strong> mechanism.<br />
An acti<strong>on</strong> plan should have a time horiz<strong>on</strong> <strong>of</strong> at least five to six years (this may depend <strong>on</strong> <strong>the</strong><br />
scheduled electi<strong>on</strong>s) and be c<strong>on</strong>ceived as a “work in progress” which may be adjusted as<br />
implementati<strong>on</strong> proceeds. In any event, after some two years, or halfway through implementati<strong>on</strong>, it is<br />
advisable to take stock <strong>of</strong> <strong>the</strong> situati<strong>on</strong> by determining successes and failures in implementati<strong>on</strong>.<br />
The acti<strong>on</strong> plan should try to build <strong>on</strong> any work already undertaken <strong>on</strong> CP and envir<strong>on</strong>mental<br />
management. Experience from past successes and failures is helpful, because it can prevent a waste <strong>of</strong><br />
time and resources. In all likelihood <strong>the</strong>re are existing instituti<strong>on</strong>s that may support, or oppose, CP,<br />
unless efforts are made to include <strong>the</strong>ir views in <strong>the</strong> acti<strong>on</strong> plan.<br />
