DEVELOPMENT OF CP POLICY<br />

MODULE 3: CP POLICY DEVELOPMENT CYCLE<br />

Internati<strong>on</strong>al organizati<strong>on</strong>s can provide guidance and expertise <strong>on</strong> CP and policy development matters.<br />

They can also be effective in mobilizing nati<strong>on</strong>al efforts to develop a CP policy. In this respect,<br />

internati<strong>on</strong>al organizati<strong>on</strong>s are important thanks to <strong>the</strong>ir access to decisi<strong>on</strong> makers, familiarity with<br />

o<strong>the</strong>r <strong>on</strong>going programmes, and a potential ability to support financially some aspects <strong>of</strong> <strong>the</strong> process.<br />

Municipalities are an increasingly important group <strong>of</strong> stakeholders, because local CP programmes can<br />

be an effective tool to improve <strong>the</strong>ir envir<strong>on</strong>mental performance. Some municipalities develop local<br />

CP policies, while o<strong>the</strong>r have initiated “cleaner regi<strong>on</strong> plans” jointly with o<strong>the</strong>r stakeholders, including<br />

industrial ecology and eco-industrial parks.<br />

Labour organizati<strong>on</strong>s and trade uni<strong>on</strong>s have in some cases shown increased interested in CP, as a<br />

result <strong>of</strong> <strong>the</strong>ir own c<strong>on</strong>cern for health and safety at <strong>the</strong> workplace.<br />

EXERCISE<br />

Divide participants into small groups <strong>of</strong> five to eight people, preferably from different sectors. Each<br />

group should choose a pers<strong>on</strong> who will report <strong>on</strong> its behalf. The groups should be given 15 minutes for<br />

discussi<strong>on</strong> and asked to identify <strong>on</strong> a flipchart <strong>the</strong> stakeholders in CP policy development. Answers<br />

should be as specific as possible (e.g. “C<strong>on</strong>federati<strong>on</strong> <strong>of</strong> Commercial Banks and Insurers” ra<strong>the</strong>r than<br />

simply “Financial sector”). At <strong>the</strong> same time, it is important to stress that <strong>the</strong>re are no bad ideas and<br />

that all suggesti<strong>on</strong>s should be written down. During <strong>the</strong> sec<strong>on</strong>d half <strong>of</strong> <strong>the</strong> exercise, each group should<br />

select half a dozen priority stakeholders, whose participati<strong>on</strong> in policy development is crucial. Ask <strong>the</strong><br />

group to justify why those specific stakeholders were c<strong>on</strong>sidered important. You may also wish to ask<br />

<strong>the</strong> group to specify who in each priority organizati<strong>on</strong> is <strong>the</strong> individual <strong>the</strong>y c<strong>on</strong>sider most appropriate<br />

as a c<strong>on</strong>tact pers<strong>on</strong>.<br />

• Provide a write-up <strong>on</strong> CP and its benefits for <strong>the</strong> nati<strong>on</strong>al ec<strong>on</strong>omy and<br />

envir<strong>on</strong>ment;<br />

• Propose a good starting point to create interest;<br />

• Interview key players to present CP and its benefits;<br />

• Ask for <strong>the</strong>ir willingness to support <strong>the</strong> c<strong>on</strong>cept <strong>of</strong> CP and to participate<br />

in policy development.<br />

In this slide, dem<strong>on</strong>strate that gaining <strong>the</strong> support <strong>of</strong> top-level decisi<strong>on</strong> makers<br />

is a process that requires good preparati<strong>on</strong>, an interesting starting point to draw<br />

<strong>the</strong>ir attenti<strong>on</strong>, and recogniti<strong>on</strong> <strong>of</strong> <strong>the</strong> needs and interest <strong>of</strong> <strong>the</strong> actors.<br />

Background<br />

The c<strong>on</strong>cept <strong>of</strong> <strong>Cleaner</strong> Producti<strong>on</strong> and <strong>of</strong> a preventive envir<strong>on</strong>mental approach is <strong>of</strong>ten<br />

misunderstood and CP is c<strong>on</strong>fused with waste treatment or o<strong>the</strong>r end-<strong>of</strong>-pipe technologies. Many<br />

policy makers c<strong>on</strong>sider that companies operating in <strong>the</strong> envir<strong>on</strong>mental industry are so-called <strong>Cleaner</strong><br />

Producti<strong>on</strong> or clean technology companies. This includes providers <strong>of</strong> waste treatment facilities or<br />

polluti<strong>on</strong> c<strong>on</strong>trol equipment.<br />

A positive attitude towards, and improved knowledge <strong>of</strong>, <strong>Cleaner</strong> Producti<strong>on</strong> are critical for its<br />

adopti<strong>on</strong>. CP promoti<strong>on</strong> has to cover a range <strong>of</strong> related activities, in additi<strong>on</strong> to technical<br />

dem<strong>on</strong>strati<strong>on</strong> projects. The goal is to create an understanding <strong>of</strong> <strong>the</strong> financial and envir<strong>on</strong>mental<br />

impacts <strong>of</strong> inefficient resource use, an awareness <strong>of</strong> managerial and technical avenues for<br />
