MODULE 3: CP POLICY DEVELOPMENT CYCLE<br />
improvements and a willingness to modify existing methods. Most important am<strong>on</strong>g <strong>the</strong>se awarenessraising<br />
activities are:<br />
• Human resources development <strong>of</strong> pers<strong>on</strong>nel at various levels in <strong>the</strong> stakeholder groups;<br />
• Awareness-raising campaigns, targeting industry, government, financing instituti<strong>on</strong>s, academia<br />
and NGOs;<br />
• Compilati<strong>on</strong> and disseminati<strong>on</strong> <strong>of</strong> up-to-date informati<strong>on</strong> <strong>on</strong> <strong>Cleaner</strong> Producti<strong>on</strong> practices and<br />
technologies in a user-friendly manner, addressing specific local needs.<br />
Awareness-raising am<strong>on</strong>g senior decisi<strong>on</strong> makers differs from <strong>the</strong> disseminati<strong>on</strong> <strong>of</strong> general<br />
informati<strong>on</strong> <strong>on</strong> CP. Gaining access may be difficult, e.g. scheduling a meeting with <strong>the</strong> Minister <strong>of</strong><br />
<strong>the</strong> Ec<strong>on</strong>omy or <strong>the</strong> President <strong>of</strong> <strong>the</strong> Republic. Their interest may be limited to issues <strong>of</strong> direct interest<br />
to <strong>the</strong> instituti<strong>on</strong> <strong>the</strong>y represent. The interview with <strong>the</strong> decisi<strong>on</strong> maker may be very brief, and he or<br />
she may not have a technical or ec<strong>on</strong>omic background, or be familiar with envir<strong>on</strong>mental issues.<br />
For this reas<strong>on</strong>, it is worthwhile to prepare a c<strong>on</strong>cise promoti<strong>on</strong>al descripti<strong>on</strong> <strong>of</strong> CP, its importance and<br />
how it can benefit <strong>the</strong> country in general, and ec<strong>on</strong>omic competitiveness in particular. The write-up<br />
should be brief, substantive and targeted to <strong>the</strong> needs and interests <strong>of</strong> <strong>the</strong> particular player. For<br />
instance, if <strong>the</strong> Government is in <strong>the</strong> process <strong>of</strong> drafting an industrial development policy, <strong>the</strong><br />
competitiveness aspect should be stressed. In dealing with an industrial associati<strong>on</strong>, it may be<br />
appropriate to emphasize <strong>the</strong> ec<strong>on</strong>omic and envir<strong>on</strong>mental benefits for members.<br />
It is useful to choose a starting point that will stimulate <strong>the</strong> interest <strong>of</strong> stakeholders. One very effective<br />
approach is for <strong>the</strong> interviewer to present in m<strong>on</strong>etary terms <strong>the</strong> nati<strong>on</strong>wide potential for CP<br />
applicati<strong>on</strong> in his or her own country. This may be a good estimate ra<strong>the</strong>r than hard science. There<br />
may be a specific priority sector <strong>on</strong> which to focus <strong>the</strong> effort such as highly polluting sectors,<br />
traditi<strong>on</strong>al exporting sectors, or sectors o<strong>the</strong>rwise declared as a priority in nati<strong>on</strong>al policies, and this<br />
would be a good place to start. Potential savings for that entire sector should <strong>the</strong>n be calculated, based<br />
<strong>on</strong> <strong>the</strong> size <strong>of</strong> industry and <strong>on</strong> <strong>the</strong> average savings from individual CP projects in that particular sector.<br />
An extrapolati<strong>on</strong> <strong>of</strong> this kind, using c<strong>on</strong>servative estimates based <strong>on</strong>ly <strong>on</strong> good housekeeping<br />
measures, usually results in potential savings <strong>of</strong> tens <strong>of</strong> milli<strong>on</strong>s <strong>of</strong> dollars annually.<br />
The next stage is an interview with high-level people in <strong>the</strong> key instituti<strong>on</strong>s identified during <strong>the</strong><br />
stakeholder analysis process. There will be three objectives to this meeting: to learn about <strong>the</strong>ir needs<br />
and motivati<strong>on</strong>s, to increase <strong>the</strong>ir awareness <strong>of</strong> <strong>the</strong> CP c<strong>on</strong>cept and its benefits, and to arouse <strong>the</strong>ir<br />
interest and gain support.<br />
An initial meeting <strong>of</strong> 30 to 45 minutes could include a short presentati<strong>on</strong> <strong>of</strong> <strong>the</strong> benefits <strong>of</strong> CP, <strong>the</strong><br />
activities <strong>of</strong> <strong>the</strong> specific CP Centre, and <strong>the</strong> global CP programme. Key players should be <strong>of</strong>fered a<br />
well drawn up outline <strong>of</strong> <strong>the</strong> benefits <strong>of</strong> CP for <strong>the</strong> nati<strong>on</strong>al ec<strong>on</strong>omy as well as for <strong>the</strong>ir organizati<strong>on</strong>s.<br />
It is vital that <strong>the</strong> decisi<strong>on</strong> maker recognize <strong>the</strong> advantage <strong>of</strong> <strong>the</strong> preventive approach as an alternative<br />
to end-<strong>of</strong>-pipe polluti<strong>on</strong> c<strong>on</strong>trol.<br />
The next step is to ascertain <strong>the</strong> needs and c<strong>on</strong>cerns <strong>of</strong> <strong>the</strong> particular instituti<strong>on</strong> and to determine<br />
whe<strong>the</strong>r <strong>the</strong> c<strong>on</strong>cept <strong>of</strong> CP is an interesting <strong>on</strong>e. C<strong>on</strong>crete suggesti<strong>on</strong>s that might spark a discussi<strong>on</strong><br />
include: Could a nati<strong>on</strong>al round table <strong>on</strong> competitiveness be a good idea? Would <strong>the</strong> instituti<strong>on</strong><br />
participate in this initiative as part <strong>of</strong> <strong>the</strong> Steering Committee? Who else might be recommended to be<br />
a part? What o<strong>the</strong>r recommendati<strong>on</strong>s can <strong>the</strong> instituti<strong>on</strong> <strong>of</strong>fer? The experience <strong>of</strong> <strong>the</strong> Mexican CPC<br />
shows <strong>the</strong> effectiveness <strong>of</strong> an open-ended and flexible approach <strong>of</strong> this kind, even with players at <strong>the</strong><br />
most senior level.<br />
