SLIDE: What is a policy instrument?<br />
A policy instrument is a tool or a mechanism used as a means to accomplish<br />
a specific goal.<br />
A strategy is a plan for attacking a problem, and policy instruments are a<br />
means to carry out that attack.<br />
Note that policy instruments are implementati<strong>on</strong> tools to reach <strong>the</strong> identified<br />
policy objectives. Some policy analysts distinguish 200 envir<strong>on</strong>mental policy<br />
tools.<br />
Background<br />
A policy instrument is a tool or mechanism used as a means to achieve specified objectives. It is<br />
important to select <strong>the</strong> right policy instruments when preparing an acti<strong>on</strong> plan and programmes. The<br />
“right” instruments mean those appropriate to <strong>the</strong> c<strong>on</strong>diti<strong>on</strong>s <strong>of</strong> <strong>the</strong> country, level <strong>of</strong> instituti<strong>on</strong>al<br />
development and <strong>the</strong> policy objectives.<br />
EXERCISE<br />
This is a short exercise to introduce <strong>the</strong> c<strong>on</strong>cept <strong>of</strong> a policy instrument. As a first step, ask participants<br />
what <strong>the</strong>y understand a policy instrument to be, and <strong>the</strong>n request <strong>the</strong>m to list <strong>the</strong> envir<strong>on</strong>mental policy<br />
instruments used in <strong>the</strong>ir respective countries. Make a special effort to identify any ec<strong>on</strong>omic and<br />
informati<strong>on</strong>-based instruments. You may also want to reinforce <strong>the</strong> message c<strong>on</strong>tained in module 2<br />
that policy is not syn<strong>on</strong>ymous with legislati<strong>on</strong>.<br />

Show that a variety <strong>of</strong> policy instruments are available to envir<strong>on</strong>mental policymaking,<br />
and help <strong>the</strong> participants visualize <strong>the</strong> three categories <strong>of</strong> instruments<br />
(regulatory, ec<strong>on</strong>omic and informati<strong>on</strong>). You may want to note that although<br />
o<strong>the</strong>r categorizati<strong>on</strong>s exist, this is <strong>the</strong> <strong>on</strong>e most comm<strong>on</strong>ly used and will serve<br />
as <strong>the</strong> basis for fur<strong>the</strong>r analysis.<br />
Please note that while <strong>the</strong> list <strong>of</strong> policy instruments presented in <strong>the</strong> module is<br />
by no means complete, it c<strong>on</strong>tains <strong>the</strong> most comm<strong>on</strong>. The objective is to present<br />
a selecti<strong>on</strong> ra<strong>the</strong>r than analyse in depth all possible instruments.<br />
Background<br />
Some policy analysts believe that <strong>the</strong>re exist almost 200 specific policy instruments that are applied in<br />
envir<strong>on</strong>mental protecti<strong>on</strong>, and Governments may use many <strong>of</strong> <strong>the</strong>m to encourage <strong>the</strong> adopti<strong>on</strong> <strong>of</strong><br />
<strong>Cleaner</strong> Producti<strong>on</strong>. There are various ways to group those instruments. In additi<strong>on</strong> to <strong>the</strong> three<br />
categories distinguished by <strong>the</strong> nature <strong>of</strong> <strong>the</strong>ir impact (regulatory, ec<strong>on</strong>omic and informati<strong>on</strong>), it may<br />
be worth noting two fur<strong>the</strong>r comm<strong>on</strong> divisi<strong>on</strong>s.<br />
Sometimes <strong>the</strong> policy instruments specify <strong>the</strong> exact goal to be achieved (descriptive) or prescribe <strong>the</strong><br />
way in which to do so (prescriptive). The table below illustrates this relati<strong>on</strong>ship.<br />
