Local envir<strong>on</strong>mental best practice awards<br />
One effective way to c<strong>on</strong>vince local players to take acti<strong>on</strong> is to show examples <strong>of</strong> existing success<br />
stories. As a result, many competiti<strong>on</strong>s are held for local envir<strong>on</strong>mental “best practice” awards. Best<br />
practices are generally defined as initiatives that make an outstanding c<strong>on</strong>tributi<strong>on</strong> to improving <strong>the</strong><br />
quality <strong>of</strong> life in cities and communities.<br />
EXAMPLE<br />
Best practice award for Belo Horiz<strong>on</strong>te, Brazil: Street scavengers as preferential partners in waste<br />
collecti<strong>on</strong><br />
In 1998, <strong>the</strong> city <strong>of</strong> Belo Horiz<strong>on</strong>te w<strong>on</strong> <strong>the</strong> Local Initiatives Award for Excellence in Waste<br />
Management for its work with <strong>the</strong> Street Scavengers Associati<strong>on</strong>. The programme dramatically<br />
improved <strong>the</strong> social status <strong>of</strong> street scavengers by involving <strong>the</strong>m in <strong>the</strong> planning and implementati<strong>on</strong><br />
<strong>of</strong> a comprehensive recycling and waste management programme for <strong>the</strong> town. Before <strong>the</strong> project<br />
started, <strong>the</strong> street scavengers were engaged in <strong>the</strong> informal collecti<strong>on</strong> <strong>of</strong> recyclable materials in <strong>the</strong><br />
city, ga<strong>the</strong>ring <strong>the</strong>ir materials with manual carts, sorting it <strong>on</strong> <strong>the</strong> street and sleeping next to <strong>the</strong><br />
recyclables.<br />
In 1993, Belo Horiz<strong>on</strong>te’s municipal administrati<strong>on</strong> resp<strong>on</strong>ded to demands from <strong>the</strong> scavengers for <strong>the</strong><br />
right to work in <strong>the</strong> city and to have a proper place to sort <strong>the</strong>ir materials. The city established a<br />
selective handling and treatment system for solid wastes, working with <strong>the</strong> Street Scavengers<br />
Associati<strong>on</strong> as its partner. The new drop-<strong>of</strong>f system required greater cooperati<strong>on</strong> from <strong>the</strong> public as it<br />
became more engaged in <strong>the</strong> process <strong>of</strong> recycling waste. Several warehouses were established,<br />
eliminating <strong>the</strong> need for sorting <strong>on</strong> <strong>the</strong> streets. There are currently three sorting warehouses and 300<br />
collecti<strong>on</strong> c<strong>on</strong>tainers located throughout <strong>the</strong> city. From an initial membership <strong>of</strong> 31 scavengers in<br />
1993, <strong>the</strong> cooperative grew to almost 250. In terms <strong>of</strong> quantity, collecti<strong>on</strong> has increased from 15 t<strong>on</strong>s<br />
to 500 t<strong>on</strong>s per m<strong>on</strong>th.<br />
