MODULE 3: CP POLICY DEVELOPMENT CYCLE<br />

(c) L<strong>on</strong>g-term cost-effectiveness is essential if <strong>Cleaner</strong> Producti<strong>on</strong> is to become a normal and<br />

integrated practice in industry. A cost-benefit analysis needs to justify <strong>the</strong> proposed policy and<br />

acti<strong>on</strong> plan. The strategy and instruments should aim to create demand for CP, so that <strong>the</strong><br />

adopti<strong>on</strong> <strong>of</strong> CP is ec<strong>on</strong>omically driven. It is unsustainable to rely <strong>on</strong> l<strong>on</strong>g-term external funding.<br />

External experts could be used as a catalyst, but local capacity for CP should take over as early as<br />

possible.<br />

(d) Clear and measurable indicators <strong>of</strong> progress should be available to m<strong>on</strong>itor policy impacts.<br />

M<strong>on</strong>itoring should be an integral part <strong>of</strong> target setting and activities designed to promote<br />

effective envir<strong>on</strong>mental management in enterprises. Data dem<strong>on</strong>strating <strong>the</strong> ec<strong>on</strong>omic/financial<br />

benefits <strong>of</strong> envir<strong>on</strong>mental management are particularly helpful as are “early warning” systems to<br />

detect any distorti<strong>on</strong>s and undesired impacts <strong>of</strong> <strong>the</strong> policy instruments. Resources should be<br />

dedicated to ensure m<strong>on</strong>itoring.<br />

(e) Periodic evaluati<strong>on</strong> and adjustment <strong>of</strong> objectives and policy instruments will be necessary. It is<br />

unrealistic to assume that everything will fall in place <strong>the</strong> first time when planning policy and<br />

acti<strong>on</strong> plans. Depending <strong>on</strong> changing priorities, less<strong>on</strong>s learned and <strong>the</strong> inputs <strong>of</strong> stakeholders,<br />

<strong>the</strong> specific approach may have to be modified. Envir<strong>on</strong>mental effectiveness, simplicity and ease<br />

<strong>of</strong> administrati<strong>on</strong>, political acceptability and <strong>the</strong> cost-effectiveness <strong>of</strong> measures are some <strong>of</strong> <strong>the</strong><br />

parameters to be taken into account when evaluating policy instruments.<br />

(f) Government support should be secured where mechanisms are required to encourage structural<br />

changes <strong>of</strong> <strong>the</strong> roles and functi<strong>on</strong>s <strong>of</strong> governmental agencies, regulatory systems, resource<br />

pricing, taxati<strong>on</strong>, etc. One important aspect to c<strong>on</strong>sider is how to ensure that policy development<br />

and implementati<strong>on</strong> is insulated from <strong>the</strong> effects <strong>of</strong> <strong>the</strong> political process, such as electi<strong>on</strong>s and<br />

changes in government.<br />

One important element <strong>of</strong> policy implementati<strong>on</strong> is to provide training, informati<strong>on</strong> and educati<strong>on</strong><br />

campaigns. Because <strong>of</strong> its crucial impact, it is discussed below in a separate slide.<br />

• Awareness-raising and informati<strong>on</strong> campaigns are essential for a wider<br />

adopti<strong>on</strong> <strong>of</strong> CP;<br />

• Policy and objectives must be easy to explain;<br />

• It is important to dem<strong>on</strong>strate that CP is beneficial and applicable to <strong>the</strong><br />

individual;<br />

• The informati<strong>on</strong> and educati<strong>on</strong> programmes have to be adapted to <strong>the</strong><br />

needs <strong>of</strong> different target groups.<br />

<br />

This slide can help dem<strong>on</strong>strate that informati<strong>on</strong> and educati<strong>on</strong> may be <strong>the</strong> key<br />

to a wider adopti<strong>on</strong> <strong>of</strong> CP. Earlier in <strong>the</strong> policy cycle, broad support for <strong>the</strong><br />

c<strong>on</strong>cept resulting from informati<strong>on</strong> campaigns will also help in designing an<br />

effective policy.<br />
