••• OBJECTIVES OF MODULE 3:<br />
Module 3 presents <strong>the</strong> policy development cycle, as a structured approach, based <strong>on</strong> a sequence <strong>of</strong><br />
steps. From an overview <strong>of</strong> <strong>the</strong> requisite start-up c<strong>on</strong>diti<strong>on</strong>s for successful CP policy development, it<br />
leads to <strong>the</strong> specific acti<strong>on</strong>s that need to be taken, including stakeholder analysis, evaluati<strong>on</strong> <strong>of</strong> <strong>the</strong><br />
existing situati<strong>on</strong> and <strong>the</strong> setting up <strong>of</strong> a steering committee and a nati<strong>on</strong>al CP policy development<br />
group. It analyses <strong>the</strong> additi<strong>on</strong>al steps in <strong>the</strong> policy cycle, from identifying priorities and key<br />
objectives, policy formulati<strong>on</strong> and implementati<strong>on</strong>, to <strong>the</strong> m<strong>on</strong>itoring and evaluati<strong>on</strong> <strong>of</strong> CP policy<br />
effectiveness. The module also provides an overview <strong>of</strong> <strong>the</strong> main obstacles to successful CP policy<br />
development.<br />
