••• OBJECTIVES OF MODULE 3:
Module 3 presents the policy development cycle, as a structured approach, based on a sequence of
steps. From an overview of the requisite start-up conditions for successful CP policy development, it
leads to the specific actions that need to be taken, including stakeholder analysis, evaluation of the
existing situation and the setting up of a steering committee and a national CP policy development
group. It analyses the additional steps in the policy cycle, from identifying priorities and key
objectives, policy formulation and implementation, to the monitoring and evaluation of CP policy
effectiveness. The module also provides an overview of the main obstacles to successful CP policy
development.
