DEVELOPMENT OF CP POLICY<br />
MODULE 1: INTRODUCING CP<br />
Background<br />
While <strong>the</strong> UNEP definiti<strong>on</strong> <strong>of</strong> <strong>Cleaner</strong> Producti<strong>on</strong> is self-explanatory, it is useful to rephrase <strong>the</strong><br />
message, stressing that <strong>Cleaner</strong> Producti<strong>on</strong> describes a preventive approach to envir<strong>on</strong>mental<br />
management. <strong>Cleaner</strong> Producti<strong>on</strong> is called a “win-win” strategy, because it protects <strong>the</strong> envir<strong>on</strong>ment,<br />
<strong>the</strong> c<strong>on</strong>sumer and <strong>the</strong> worker while at <strong>the</strong> same time improving industrial efficiency, pr<strong>of</strong>itability and<br />
competitiveness.<br />
<strong>Cleaner</strong> Producti<strong>on</strong> approaches include hardware (goods, services, equipment) and s<strong>of</strong>tware (technical<br />
know-how, organizati<strong>on</strong>al and managerial skills and procedures). Compared with standard methods,<br />
<strong>Cleaner</strong> Producti<strong>on</strong> techniques and technologies use energy, raw materials and o<strong>the</strong>r inputs [material]<br />
more efficiently, produce less waste, facilitate recycling and reusing resources and handle residual<br />
wastes in a more acceptable manner. They also generate less harmful pollutants and can assist in<br />
lowering emissi<strong>on</strong>s.<br />
C<strong>on</strong>trary to <strong>the</strong> comm<strong>on</strong> misc<strong>on</strong>cepti<strong>on</strong>, CP is not a mere technical fix (in o<strong>the</strong>r words, it is not “clean<br />
technology”), but refers to <strong>the</strong> approach (<strong>the</strong> mindset and way <strong>of</strong> thinking) <strong>of</strong> how goods and services<br />
are produced with <strong>the</strong> minimum envir<strong>on</strong>mental impact within present technological and ec<strong>on</strong>omic<br />
limits. <strong>Cleaner</strong> Producti<strong>on</strong> does not deny ec<strong>on</strong>omic and industrial growth, but it insists that growth be<br />
ecologically sustainable. Moreover, since <strong>the</strong>re are also ec<strong>on</strong>omic c<strong>on</strong>siderati<strong>on</strong>s involved, it should<br />
not be c<strong>on</strong>sidered simply as an envir<strong>on</strong>mental strategy.<br />
At this point, it might be pointed out that <strong>the</strong> key difference between polluti<strong>on</strong> c<strong>on</strong>trol and <strong>Cleaner</strong><br />
Producti<strong>on</strong> is timing. Polluti<strong>on</strong> c<strong>on</strong>trol using end-<strong>of</strong>-pipe measures is an after-<strong>the</strong>-event, “react and<br />
treat” approach. <strong>Cleaner</strong> Producti<strong>on</strong>, <strong>on</strong> <strong>the</strong> o<strong>the</strong>r hand, is a forward-looking, “anticipate and prevent”<br />
philosophy.<br />
CP is nei<strong>the</strong>r a legal nor a scientific definiti<strong>on</strong> but ra<strong>the</strong>r a broad term that covers what some countries<br />
or instituti<strong>on</strong>s call polluti<strong>on</strong> preventi<strong>on</strong>, waste minimizati<strong>on</strong>, eco-efficiency or green productivity<br />
(<strong>the</strong>se related c<strong>on</strong>cepts are covered in more detail in <strong>the</strong> following slides).<br />

SLIDE: CP for producti<strong>on</strong> processes<br />
For producti<strong>on</strong> processes, CP aims:<br />
(a) To reduce <strong>the</strong> c<strong>on</strong>sumpti<strong>on</strong> <strong>of</strong> raw materials and energy used in <strong>the</strong><br />
producti<strong>on</strong> <strong>of</strong> <strong>on</strong>e unit <strong>of</strong> product;<br />
(b) To eliminate as far as possible <strong>the</strong> use <strong>of</strong> toxic and dangerous materials;<br />
(c) To reduce at source <strong>the</strong> quantity and toxicity <strong>of</strong> all emissi<strong>on</strong>s and<br />
wastes generated and released.<br />
SLIDE: CP for products<br />
For products, <strong>Cleaner</strong> Producti<strong>on</strong> aims to reduce <strong>the</strong> envir<strong>on</strong>mental, health<br />
and safety impacts <strong>of</strong> products:<br />
• Over <strong>the</strong>ir entire life cycles<br />
• From raw materials extracti<strong>on</strong>, through manufacturing and use, to <strong>the</strong><br />
ultimate disposal <strong>of</strong> <strong>the</strong> product.<br />
