The <strong>CIA</strong> was delivering adequate quantities <strong>of</strong> arms and ammunition<br />

but the "friendly" forces were not able to organize the logistical<br />

systems necessary to deploy them or to develop the communications,<br />

maintenance, combat leadership, and discipline to organize an effective<br />

military effort.
