South Africa for the next six months; at least I never heard him<br />

mention it again. Mulcahy had not even leaned forward, and before<br />

long he seemed to drowse again, his eyes drooping heavily and his<br />

pipe sagging on his chin. <strong>CIA</strong> case <strong>of</strong>ficers continued to coordinate<br />

with the South Africans in Angola, Pretoria, and Kinshasa, with<br />

tacit approval from Jim Potts, but the <strong>CIA</strong> stopped trying to expand<br />

that cooperation at the policy level. I have wondered since if Potts<br />

finally at that moment, understood the negative importance <strong>of</strong> South<br />

Africa in our foreign policy, or if he merely concluded that Mulcahy<br />

was also "irrational" on the subject.
