The <strong>City</strong> <strong>of</strong> <strong>Waterville</strong>, Maine recently updated its <strong>Airport</strong> Ordinance in March 2007, which authorizes<br />

the <strong>City</strong> Manager to appoint an <strong>Airport</strong> Manager. Below is the full text <strong>of</strong> the city ordinance.<br />

ARTICLE I. ADMINISTRATION<br />

Sec. 1-1. <strong>Airport</strong> Manager.<br />

The <strong>City</strong>, through its <strong>City</strong> Manager, will appoint a person to act as the <strong>Airport</strong> Manager.<br />

Responsibilities <strong>of</strong> this position will vary according to whether or not the <strong>City</strong> has a Fixed Based<br />

Operator (FBO) stationed at the <strong>Airport</strong>. At a minimum, the <strong>Airport</strong> Manager will be responsible<br />

for all operational and planning needs <strong>of</strong> the <strong>Airport</strong>. This could include the supervision <strong>of</strong><br />

personnel, the purchase <strong>of</strong> equipment and supplies, preparation <strong>of</strong> the annual budget and<br />

planning for Capital Improvement projects. In addition, this person will be the contact person for<br />

all State and Federal regulatory agencies on matters pertaining to the <strong>Airport</strong>.<br />

Besides this ordinance, there was no <strong>of</strong>ficial job description provided for the <strong>Airport</strong> Manager position.<br />

However, a complete position description was obtained for the Assistant <strong>Airport</strong> Manager. An overview<br />

<strong>of</strong> this position is described as follows:<br />

Position Title: ASSISTANT AIRPORT MANAGER<br />

This position involves assisting the <strong>Airport</strong> Manager in the operation <strong>of</strong> the municipal <strong>Airport</strong><br />

owned and operated by the <strong>City</strong> <strong>of</strong> <strong>Waterville</strong>. Work is performed under the supervision <strong>of</strong> the<br />

<strong>Airport</strong> Manager. Duty hours shall vary. This position will require on call status as well as<br />

scheduled hours outside <strong>of</strong> the normal M-F, 8 am to 5 pm work week.<br />

In summary, the <strong>Airport</strong> Manager reports to the <strong>City</strong> Manager. Among other responsibilities, the city<br />

ordinance authorizes the <strong>Airport</strong> Manager with oversight and supervision <strong>of</strong> <strong>Airport</strong> personnel including<br />

the Assistant <strong>Airport</strong> Manager. The Assistant <strong>Airport</strong> Manager also has supervisory responsibilities for<br />

“a crew <strong>of</strong> laborers and/or equipment operators assigned to the <strong>Airport</strong>.” The city employs part time help<br />

to assist the Assistant <strong>Airport</strong> Manager with airfield operations & maintenance activities as well as FBO<br />

services. As <strong>of</strong> the date <strong>of</strong> this report, the city employs as many as three to four part-time and/or seasonal<br />

personnel who split their time between airfield maintenance and FBO duties.<br />
