Authority board members are not allowed to receive compensation for their service as a member,<br />

however, reasonable reimbursements are allowed for actual expenses incurred in the performance <strong>of</strong> their<br />

duties. These reimbursements must be approved by the Authority Board.<br />

The Authority is responsible for the operation, maintenance, and all improvements to LEW, as well as the<br />

encouragement <strong>of</strong> businesses to develop at the <strong>Airport</strong> and in the Airpark surrounding the <strong>Airport</strong>. The<br />

<strong>Airport</strong> Manager reports directly to the Board and all staff members <strong>of</strong> the <strong>Airport</strong> are direct employees <strong>of</strong><br />

the Authority. The <strong>Airport</strong> Manager handles all human resource issues, and legal council is retained on<br />

an on-call basis with a local law firm.<br />

The <strong>Airport</strong> is generally self-sufficient, deriving its funding through leases, including tie-down, hangar,<br />

and building space. In the event that these fees do not cover the cost <strong>of</strong> operating the <strong>Airport</strong>, the<br />

estimated net deficit is met jointly by the Cities through their own budgets in a 50-50 manner. A financial<br />

statement detailing the preceding fiscal year’s activity is submitted in May to the <strong>City</strong> Councils <strong>of</strong> both<br />

Cities. A copy <strong>of</strong> the operating budget for Fiscal Year 2008 is included in the appendix.<br />

The following is an organizational chart developed for this effort as the organization was described in the<br />
