to cover operating costs. These participation components among others will be determined when the bylaws
of the Authority are established.
It is recommended that this Authority be created prior to implementation of the project recommendations
of this master plan to assure that the newly established Authority is behind the future goals and plans of
the Airport. The implementation section of the master plan will address the business planning initiatives
that a new Authority should address once established.
