Established in 2000 as a part <strong>of</strong> the transfer <strong>of</strong> MPO from the<br />

State to Monroe County, the <strong>Airport</strong> authority was created in<br />

accordance with the Pennsylvania Municipalities Authority<br />

Act <strong>of</strong> 1945. The full act can be found in the appendix.<br />

The Authority is comprised <strong>of</strong> a nine member board and three<br />

full-time employees who maintain and operate the <strong>Airport</strong> on<br />

a day-to-day basis. Board members are appointed by the<br />

Monroe County Commissioners to five-year terms and are not<br />

limited in the number <strong>of</strong> appointments that they are allowed<br />

to serve. There are no minimum qualifications required <strong>of</strong><br />

board members to serve, only an interest in the successful<br />

operation <strong>of</strong> MPO. They serve as volunteers and are not<br />

compensated for their service. All human resource issues are addressed by a subcommittee <strong>of</strong> the<br />

Commissioners.<br />

Legal services are provided on an on-call basis from a local legal firm. The <strong>Airport</strong> staff handles all <strong>of</strong> the<br />

operating needs <strong>of</strong> the <strong>Airport</strong>, including fueling, maintenance, customer service, and snow removal.<br />

There currently are no contracted services utilized at MPO.<br />

An <strong>of</strong>ficial organization chart does not exist for the <strong>Airport</strong> Authority, however based upon discussions<br />

with the <strong>Airport</strong> manager; the following org chart has been developed:<br />

Funding for MPO comes from the County as a part <strong>of</strong> its standard budget. Revenues that are generated<br />

from leases at the <strong>Airport</strong> go towards the operating needs <strong>of</strong> the <strong>Airport</strong>. The operating budget for the<br />

upcoming fiscal year is currently in development, and will be provided once it is complete.<br />
