Mandan Municipal <strong>Airport</strong> (North Dakota)<br />

Mandan Municipal <strong>Airport</strong> (Y19) serves the recreational<br />

general aviation needs <strong>of</strong> the <strong>City</strong> <strong>of</strong> Mandan, North Dakota.<br />

The <strong>Airport</strong> is owned solely by the <strong>City</strong> <strong>of</strong> Mandan and<br />

operated by the Mandan <strong>Airport</strong> Authority. The Authority was<br />

created and is operated under the <strong>Airport</strong> Authority Act <strong>of</strong><br />

North Dakota, which governs the establishment, membership,<br />

and responsibilities <strong>of</strong> <strong>Airport</strong> authorities within North Dakota.<br />

The <strong>Airport</strong> Authority at Y19 was established in the 1960’s<br />

under the <strong>Airport</strong> Authority Act <strong>of</strong> North Dakota, which is a<br />

part <strong>of</strong> the North Dakota Century Code. A copy <strong>of</strong> the <strong>Airport</strong><br />

Authority Act can be found in the appendix. This Act governs<br />

the establishment, membership, and responsibilities <strong>of</strong> all <strong>Airport</strong> authorities within North Dakota. In<br />

fact, this system is so successful that <strong>of</strong> the 90 publicly-owned <strong>Airport</strong>s in North Dakota, 89 <strong>of</strong> them have<br />

established <strong>Airport</strong> authorities under this Act.<br />

Under the terms <strong>of</strong> this Act, all <strong>Airport</strong> authorities are quasi-independent agencies comprised <strong>of</strong> a five<br />

member board, which are appointed by nominations from <strong>City</strong> Council and include the <strong>Airport</strong> Manager<br />

and a member <strong>of</strong> the <strong>City</strong> Commission. Members <strong>of</strong> the Authority Board serve for a five year term, with<br />

no term limits. Authority members are not required to have an aviation background, only an interest in<br />

the operation <strong>of</strong> the <strong>Airport</strong>. They serve as volunteers and are not compensated for their service.<br />

The <strong>Airport</strong> Authority is responsible for all decisions regarding the <strong>Airport</strong>, including the operation,<br />

maintenance, and any necessary capital improvements. Human resource issues are handled by the <strong>City</strong>,<br />

and legal council is on an on-call basis from a local law firm. The <strong>Airport</strong> manager is the sole employee<br />

<strong>of</strong> the <strong>Airport</strong>, and responsible for all operational needs <strong>of</strong> the <strong>Airport</strong>, including customer service,<br />

fueling, maintenance, and snow removal.<br />

The Authority must submit a budget to the city annually. All funding for the <strong>Airport</strong> currently comes<br />

from an enterprise fund maintained by the <strong>City</strong>, however, they authority is currently undertaking the task<br />

<strong>of</strong> making the <strong>Airport</strong> self-sufficient through leases <strong>of</strong> tie-down, hangar, and facility space, as well as<br />

through landing fees. The only fiscal responsibility <strong>of</strong> the <strong>City</strong> is for reimbursement <strong>of</strong> the <strong>Airport</strong><br />

Manager’s salary. A copy <strong>of</strong> the Fiscal Year 2008 operating budget is included in the appendix.<br />

No organization chart exists for Y19, since it is a flat organization consisting <strong>of</strong> only one level.<br />

Pocono Mountains Municipal <strong>Airport</strong> (Pennsylvania)<br />

Serving the needs <strong>of</strong> regional corporate and private aircraft, Pocono Mountains Municipal <strong>Airport</strong> is<br />

located in Mount Pocono, Pennsylvania. Originally owned and operated by several townships through an<br />

inter-local agreement, the <strong>Airport</strong> recently reverted back to the State at the expiration <strong>of</strong> the agreement,<br />

and those townships declined to renew the agreement. At that time Monroe County took over ownership<br />

<strong>of</strong> the <strong>Airport</strong>, and as a part <strong>of</strong> that transfer created the current Pocono Mountains <strong>Airport</strong>.<br />
