Comparable <strong>Airport</strong>s Overview<br />

When making comparisons between <strong>Airport</strong>s, it is most useful to balance quantitative metrics, those<br />

things capable <strong>of</strong> being expressed numerically, and qualitative metrics, those things described in terms <strong>of</strong><br />

quality or character. In an <strong>Airport</strong> environment there are both numerous quantitative and qualitative<br />

metrics that can be considered. For this analysis, a framework was developed for use when contacting<br />

representatives <strong>of</strong> the comparable <strong>Airport</strong>s that included questions related to both qualitative and<br />

quantitative metrics in a management context.<br />

Telephone interviews were conducted for each comparable <strong>Airport</strong> between December 2007 and January<br />

2008. The information garnered from the interviews is presented below within the context <strong>of</strong> the<br />

management framework and each management context is preceded by a brief description <strong>of</strong> each <strong>Airport</strong>.<br />

7.3 Comparable <strong>Airport</strong>s Management Context<br />

The management context is comprised <strong>of</strong> those aspects <strong>of</strong> the <strong>Airport</strong> which directly relate to <strong>Airport</strong><br />

authority issues such as enacting legislation, authority establishment requirements, membership<br />

composition and criteria, decision making authority, and <strong>Airport</strong> funding/budgetary obligations.<br />

Auburn Lewiston Municipal <strong>Airport</strong> (Maine)<br />

Auburn Lewiston Municipal <strong>Airport</strong> (LEW) serves the<br />

corporate, charter, and recreational aviation activities <strong>of</strong> the<br />

Cities <strong>of</strong> Auburn and Lewiston, Maine. The <strong>Airport</strong> is jointly<br />

owned by both cities and operated by the Auburn-Lewiston<br />

<strong>Airport</strong> Authority. The Authority was established by an interlocal<br />

agreement between the two cities in accordance with the<br />

Maine Aeronautics Act, Inter-local Cooperation Statute.<br />

Established in the late 1970’s as a part <strong>of</strong> an inter-local<br />

agreement between the Cities <strong>of</strong> Auburn and Lewiston in<br />

accordance with the State <strong>of</strong> Maine Inter-local Cooperation<br />

operate LEW, the <strong>Airport</strong> authority at LEW is governed by this<br />

agreement with respect to the establishment, membership, and responsibilities <strong>of</strong> the Authority.<br />

The Authority is comprised <strong>of</strong> seven members. The membership, appointment process, and terms are<br />

identified by the inter-local agreement as follows:<br />

Lewiston Finance Director – By virtue <strong>of</strong> the Office<br />

Auburn <strong>City</strong> Manager – By virtue <strong>of</strong> the Office<br />

Lewiston Councilor – While a Councilor <strong>of</strong> the <strong>City</strong> <strong>of</strong> Lewiston, nominated by the Mayor<br />

Auburn Councilor – While a Councilor <strong>of</strong> the <strong>City</strong> <strong>of</strong> Auburn, nominated by the Mayor<br />

One Auburn Resident – Three year term, appointed by the Auburn <strong>City</strong> Council<br />

One Lewiston Resident – Three year term, appointed by the Lewiston <strong>City</strong> Council<br />

An alternating resident from the <strong>City</strong> <strong>of</strong> Auburn and <strong>City</strong> <strong>of</strong> Lewiston – Three year term,<br />

nominated by the Chamber <strong>of</strong> Commerce and elected by the other six members <strong>of</strong> the authority.<br />
