will be developed when required to meet demand. If actual activity does not meet or exceed the forecasted<br />

demand, implementation <strong>of</strong> the project schedule should be modified as necessary.<br />

The cost estimates associated with the <strong>Master</strong> <strong>Plan</strong> projects reflect allowances for Sponsor administration,<br />

engineering/design, construction contingencies, and construction administration. Depending on the<br />

implementation schedule, project costs will need to be escalated to account for future inflation in Phase 2<br />

and Phase 3. Recent history has shown that on average the Consumer Price Index (CPI) inflation<br />

increases by approximately 3 to 4 percent annually.<br />

Table 8.1 through Table 8.3 provides the 20-year ACIP for the <strong>Waterville</strong> <strong>Airport</strong>, organized into the<br />

following three phases:<br />
