At present approximately six people are responsible for running the <strong>Airport</strong>, only one <strong>of</strong> which is<br />
employed (near) full time 2 as the Assistant <strong>Airport</strong> Manager. Two part time employees, including the<br />
<strong>Airport</strong> Manager, serve elsewhere in city government under Community Development and the Public<br />
Works Department. Three other individuals serve in a part time capacity providing either maintenance<br />
and/or FBO services. The city operates a net budget deficit in its current capacity <strong>of</strong> managing the<br />
<strong>Airport</strong> and running the FBO; however year end statistics provided by the <strong>City</strong> for FY06-07 showed a<br />
pr<strong>of</strong>it <strong>of</strong> $35,004 for FBO Operations 3 .<br />
As currently organized, the <strong>City</strong> Engineer serves in a part-time capacity as <strong>Airport</strong> Manager; <strong>Airport</strong><br />
manager responsibilities are presently included in the job description for the <strong>City</strong> Engineer 4 . In practice<br />
the <strong>Airport</strong> Manager reports directly to the <strong>City</strong> Manager. This direct line to decision-making authority<br />
should be advantageous for the <strong>Airport</strong>. However the part-time status <strong>of</strong> this position is not ideal for<br />
