Purpose:<br />

To identify the properties that may form the site and identify the<br />

possible boundary of the wind farm site.<br />

Activity:<br />

Assess via desktop study:<br />

• local wind resource<br />

• land-ownership and land-use patterns<br />

• ease of construction<br />

• potential size of wind farm<br />

• status of other developments in the region (constructed, approved,<br />

planned or known).<br />

• potential for environmental impacts<br />

A site inspection to confirm the validity of the desk top studies should<br />

also be undertaken.<br />

Consultation:<br />

The proponent may wish to seek background information on site/s and<br />

local area from the local planning authority, environmental and land<br />

use authorities.<br />

A preliminary Communication and Consultation Plan should be<br />

started.<br />

Purpose:<br />

To ascertain whether there are any critical impacts that may prevent<br />

development at the site, to select a site boundary and negotiate with<br />

landowners, and to develop a preliminary farm layout.<br />

Activity:<br />

Assess via brief desktop study:<br />

• ecology (flora, fauna and habitats)<br />

• landscape<br />

• noise<br />

• cultural heritage<br />

• planning constraints (including identifying necessary approvals)<br />

• social impacts.<br />

• investigate landscape constraints for project feasibility and site<br />

selection<br />

Some studies may involve a field work component.<br />

Consultation:<br />

Discussions with landowners of properties identified as potentially<br />

suitable wind turbine hosts should commence (in accordance with<br />

preliminary Communication and Consultation Plan)<br />

Information should be sought from relevant government agencies,<br />

and/or the local planning authority to inform the Landscape Risk<br />

Assessment and Birds & Bats Risk Assessment.<br />

If a decision is made to progress development investigations at this site<br />

the proponent should:<br />

• commence preparation of a detailed Project Communication and<br />

Consultation Plan<br />

• make a formal announcement to all stakeholders<br />
