These <strong>Guidelines</strong> have been developed by a Working Group that includes<br />
Commonwealth and state representatives of the Environment Protection and Heritage<br />
Council (EPHC) and the Local Government and Planning Ministers’ Council.<br />
• The Environment Protection and Heritage Council (EPHC)<br />
The Environment Protection and Heritage Council of Australia and New Zealand was<br />
established in June 2001 by the Council of Australian Governments (COAG).<br />
The EPHC addresses broad national policy issues relating to protection of the<br />
environment (particularly in regard to air, water, and waste matters) and heritage<br />
(natural, Indigenous and historic).<br />
The members of the EPHC are Ministers from the participating jurisdictions —<br />
Australian, state and territory governments; the New Zealand Government; and the<br />
Papua New Guinea Government. The Minister representing a jurisdiction may not<br />
necessarily be the Minister responsible for the environment in that jurisdiction.<br />
• The Local Government and Planning Ministers’ Council<br />
The Local Government and Planning Ministers’ Council leads debate in decision<br />
making on key strategic policy matters for local government and planning in Australia<br />
and New Zealand that can be addressed at the national level.<br />
The Working Group consists of representatives from the following agencies, who were<br />
responsible for coordinating inputs from their respective jurisdictions:<br />

Department of the Environment, Water, Heritage and the Arts<br />
• Australian state governments<br />
New South Wales Department of Planning<br />
Queensland Department of Environment and Resource Management<br />
South Australia Department of Planning and Local Government<br />
Tasmania Environment Protection Authority (EPA Tasmania)<br />
Victoria Department of Sustainability and Environment<br />
Western Australia Department of Environment and Conservation<br />
Department of Planning<br />
• Planning and Local Government Ministers’ Council<br />
Secretariat and contract administration services were provided by the NEPC Service<br />
Corporation.<br />
Initial drafting of the <strong>Guidelines</strong> involved a team of expert consultants under the leadership<br />
of Hydro Tasmania Consulting. The consultant team included Marshall Day Acoustics<br />
(noise), Planisphere together with Aspect Studios (landscape), Biosis Research (birds and<br />
bats), Acutel Consulting (electromagnetic interference) and Hydro Tasmania Consulting<br />
(community and stakeholder consultation, shadow flicker). These <strong>Guidelines</strong> do not<br />
necessarily represent the views or opinions of any of the consultant organisations.
